About this file

This document is a Standard Form 30 (SF30) Amendment A00003 for the Indian Health Service (IHS) Sanitation Facilities Construction (SFC) Architect-Engineering (A-E) Services Indefinite Delivery-Indefinite Quantity (IDIQ) contract. The amendment addresses multiple vendor inquiries and makes two key changes: 1) removing California from the service areas and adding the Navajo area, and 2) extending the qualification package due date to April 4, 2025. The solicitation remains a 100% small business set-aside for firms under NAICS 541330 with a size standard of $25.5M, targeting A-E firms to provide professional design and engineering services for sanitation facilities projects in Native American communities across multiple service areas including Albuquerque, Bemidji, Nashville, Oklahoma City, Phoenix, Navajo, and Portland regions.

The amendment provides detailed responses to 15 vendor inquiries covering topics such as page formatting, subcontracting limitations, Unique Entity Identifier (UEI) requirements, submission guidelines, key personnel resumes, and clarifications about the small business set-aside status. IHS will award up to eight IDIQ contracts with a base period of one year and four potential one-year extensions, with each contract having a maximum capacity of $8,000,000 and individual task orders ranging from $1,000 to $2,000,000. Vendors must submit Standard Form 330 (SF330) qualifications and are restricted to small businesses meeting the specified size standard.

SUMMARY OF CHANGES

The solicitation is hereby amended (A00003) to address the following:

1. Respond to RFQ inquiries received in addressing the solicitation package.

INQUIRY 0001: (A00001)

Section 1 of the solicitation lists California as a service area that this contract is expected to utilize along with Albuquerque, Bemidji, Great Plains, Nashville, Oklahoma City, Phoenix, and Portland.

However, evaluation Factor 5 in Section 4 of the solicitation does not list California. Factor 5 lists Albuquerque Area, Bemidji Area, Great Plains Area, Oklahoma City Area, Nashville Area, Navajo Area, Phoenix Area, and Portland Area. Both Section 1 and Factor 5 state “including but not limited to”. California is listed in Section 1 but not Factor 5. Navajo area is listed in Factor 5 but not Section 1.

RESPONSE: The California area is not included and has been removed from Section 1. The Navajo area is included and has been added to Section 1. See revised attachment titled “B01 RFQ 2025 SFC IDIQ”

INQUIRY 0002: Are we able to use an 11”x17” page to display an organizational chart? Did not see specifics related to page sizes

RESPONSE: That is acceptable.

INQUIRY 0003: Can you confirm this RFQ is only open to A-E firms who do less than $25.5M per year in total receipts? And those receipts are company-wide (i.e can’t be split apart into branch offices)? Is the lead Engineer allowed to subcontract more than 50% design work?

RESPONSE: Yes, this RFQ is a 100% small business set-aside for firms under NAICS 541330 with an associated size standard of $25.5M. Please reference the SBA size standards calculations rules.

Subcontracting limitations on task orders will be pursuant to FAR Clause 52.219-14, Limitations on Subcontracting.

INQUIRY 0004: Section 2 of the RFQ says that this procurement is a 100% set aside contract for small businesses and that qualifications will only be accepted from small business concerns. Would you consider opening the procurement to large firms?

RESPONSE: No, this RFQ is a 100% small business set-aside for firms under NAICS 541330 with an associated size standard of $25.5M.

INQUIRY 0005: Under item number two in the RFQ (Set-Aside Information), it looks as though you will only be accepting qualifications from small businesses (100% small business set aside). Can you confirm if we are over the $25.5 Million size standard that we should not submit?

RESPONSE: Confirmed, this RFQ is a set-aside for firms under NAICS 541330 with an associated size standard of $25.5M.

INQUIRY 0006: The opportunity is a Small Business Set Aside—because we are a large business, we will need to either join a small business as a subcontractor, or a Joint Venture would need to be formed.

For our firm to conduct the process of forming a joint venture would take at the very least a month, and then we would need to develop the Qualifications as requested, including distributing and obtaining responses for Past Performance Questionnaires. Would you be able to delay the due date for at least 2 months so we can identify a teaming partner and develop the necessary business case for our corporate leadership to approve?

SUMMARY OF CHANGES

RESPONSE: No, the due date will not be extended 2 months.

INQUIRY 0007: We understand an Indian Small Business Economic Enterprise (ISBEE) would be favored as the Prime Consultant for this opportunity. We do not know any ISBEE firms, however we are willing to learn of them, connect with them and form a team with them for future opportunities. Would the IHS provide us with a list of firms who have this status?

RESPONSE: No; it is recommended to review the firms signed up under this announcement as well as searching SBA’s Dynamic Small Business Search (DSBS) site for firms’ SBA statuses.

INQUIRY 0008: We are unfamiliar with contracting with the IHS. Would you be able to provide a copy of the terms and conditions that we would be expected to commit to? This would be for future knowledge.

RESPONSE: No; as stated in the RFQ announcement, the solicitation will be provided to those firms who are determined to be the most highly qualified to receive the Request for Proposal (RFP).

INQUIRY 0009: (A00002)

Per Amendment 0001 regarding the response to inquiry 0001 removing the California Area from Section 1 of the solicitation. Please clarify IHS's intent to serve the California Area moving forward? Will there be a separate contract and procurement plan established specifically for the California Area?

RESPONSE: The California Area is not included as an area expected to utilize this IDIQ.

INQUIRY 0010: How many Company Experience Forms (SF330s) we can or should submit?

RESPONSE: The question is not clear as to the intent; therefore, the following answer is provided: Part I of the SF330 form presents the qualifications for a specific contract and Part II presents the general qualifications of a firm or a specific branch office of a firm. Please reference the instructions provided on the SF330 form itself for Part I and Part II general instructions and reference Section 5 of the RFQ announcement for SF330 Submission Requirements as well as additional agency supplemental instructions provided with each individual Evaluation Factor stated in the RFQ announcement.

INQUIRY 0011: Evaluation Factor 2, page 5 – Are the key disciplines the only resumes that the IHS wants included in Section E, or are we free to include additional resumes for disciplines not listed as Key Personnel such as architects and structural engineers.

RESPONSE: The disciplines listed under Factor 2 must be included.

INQUIRY 0012: The response to evaluation factor 6 is limited to 2 pages. Is there a page limit to the responses to evaluation factors 4 and 5?

RESPONSE: No, there is no page limit to Factors 4 and 5, but as stated in Section 5 of the RFQ announcement, “Part I shall not exceed 75 pages…”.

INQUIRY 0013: Section 3, Scope of Services, page 3 indicates that “All contractors are advised that a Unique Entity Identifier (UEI) is required prior to award.” Does this apply only to the Prime contractor and not to subcontractors?

RESPONSE: No, the Prime contractor and all the subcontractors shall have a UEI at the time of qualification’s submission. If a UEI has not been issued to the firm by the due date for submission, SUMMARY OF CHANGES documentation from SAM shall be submitted verifying their pending SAM registration. See the revised RFQ announcement.

INQUIRY 0014: From the RFQ, it appears that IHS only wants Evaluation factors 3, 4, 5, and 6 addressed in Section H, along with additional information in graphical or photographic form to support the Section H Projects. May we provide additional information on similar projects supporting our capabilities?

RESPONSE: Please reference the general instructions stated on the SF330 form itself (i.e., “Section H of the SF330 form is utilized to address evaluation criteria not covered in Sections A-G”) as well as the supplemental agency instructions provided under Factor 1 Submission Requirements. Agency supplemental instructions have been provided to organize and structure the submission package, which further clarifies that Factor 1, Specialized Experience, shall be detailed in Section F.

INQUIRY 0015: (A00003)

As a small business, we would utilize any additional time available to bolster our team and information but also understand that IHS is working hard to meet internal schedules and deadlines. Would IHS consider a extending the due date from March 28th, 2025, to April 11th, 2025?

RESPONSE: Unfortunately, due to a tight schedule, we are not able to move the response date to 11 April 2025. This amendment will extend the response date to 4 April 2025.

NOTICE TO OFFERORS: Offerors must acknowledge receipt of any and all amendments by number and date on their cover letter in their offer or by submitted a signed copy of the SF30. All other terms and conditions remain unchanged.
