In accordance with Federal Acquisition Regulation (FAR) 36.209, firms are advised that no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative.

4. EVALUATION CRITERIA:

Submissions received in response to this notice will be evaluated by a board of professional engineers and others in accordance with FAR Subpart 36.6 and PL 92-582 (Brooks A-E Act).

Any experience or information under the evaluation factors listed below provided for a firm other than the offeror(s) (prime A-E firm(s) and all subcontractors) submitted that is not listed under their name/SAM UEI number submitted under this RFQ will not be considered.

Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criterion. Failure to comply with instructions or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. The evaluation factors listed below shall be tabbed/bookmarked accordingly. Offerors responding are requested to clearly indicate those required services it intends to self-perform and those it intends to subcontract. IHS shall evaluate each potential offeror in accordance with the following evaluation criteria. Each submission will undergo a technical evaluation and will be assigned an adjectival rating utilizing the evaluation factors below. The following selection criteria, in descending order of importance, will be used to evaluate the qualifications of the firm:

1. Specialized Experience

2. Professional Qualifications

3. Past Performance

4. Management Plan & Quality Control

5. Location, Locality Knowledge and Geographic Capability

6. Capacity to Accomplish the Work

Factor 1. Specialized Experience (SF330, Part I, Section F):

Firms will be evaluated on specialized experience in performance of services similar to those anticipated under this contract through evaluation of experience in the scope of services listed above, in Section 3. Scope of Services. The projects submitted under this factor should show a diverse range of experience as described in this Section to demonstrate relevancy and shall include whether each project included the following:

“A” (planning), “B” (design) and/or “C” (construction administration) services.

While individual project examples submitted do not need to demonstrate all three (3) services (including any ancillary services) under one contract/project submission, a combination of all three (3) types of services shall be demonstrated under this Factor.

*Projects submitted shall be 100% complete within the last 6 years for the commensurate work by the date submissions are due (see submission requirements below).

Firms may be considered more favorably by demonstrating the following under this Factor:

1. Experience serving American Indians and Alaskan Natives (AI/AN) (federal or tribal procurement).

2. For Prime contractor-subcontractor/JVs/LLCs/LTDs, the history of working together on prior projects as a team.

3. Specialized recent experience and technical competence of firm and/or relevant key personnel of the prime A-E

[from Factor 2] may be evaluated more favorably.

Submission requirements:

SF330, Part I, Section F: The offeror shall provide a maximum of five (5) projects completed within the last six (6) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered. If the firm was a subcontractor on the project, the offeror should specifically address the work performed by the firm. If the project details do not clearly delineate the work performed by the offeror, the project will be evaluated less favorably. If more than the maximum number of projects are submitted, the Government will only evaluate the first five (5) projects.

The following shall be included with each submission project:

1. The offeror shall also describe its experience working with its proposed subcontractors and any relevant key personnel (from Factor 2, SF330, Part I, Section G).

2. The offeror shall indicate which projects and describe experience and/or interaction with any tribal nations or groups, federal agencies, and/or commercial entities. The offeror is encouraged to describe problems/issues/concerns encountered on projects and describe the corrective action taken to resolve them.

All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation. Additional information:

To enable verification, firms should include the SAM UEI number along with the corresponding firm name in the SF330 Part 1, Section F, block 25, “Firm Name” Include a contract number or project identification number in block 21.

Include an e-mail address and phone number for the point of contact in block 23(c).

In block 24, include the project description, the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to the specialized experience as outlined above.

For projects performed as a subcontractor or joint venture involving different partners; specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.

NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, submit projects performed by the individual partner entities of the JV, relevant to their role in the JV. Firms failing to provide projects from all joint venture partners will be considered to have not met the requirements of the criterion.

Projects shall be submitted on the SF-330 at Part I, Section F and shall be completed projects. Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Do not submit a list of additional projects in excess of the five (5) required under this Factor. Examples of project work submitted that do not conform to this requirement will not be evaluated.

All information for Factor 1 should be submitted in the SF330, Part I, Section F. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Factor 1.

Factor 2. Professional Qualifications (SF330, Part I, Sections E & G):

Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects as outlined in the SF330, Part 1, Section G. Relevant key personnel are individuals who will be dedicated staff and have major contract or project management responsibilities and/or will provide unusual or unique expertise. Specific disciplines that must be included in key personnel are:

Principal-in-Charge of the prime A-E firm Project Manager Civil Project Engineer Geotechnical Engineer Mechanical Project Engineer Electrical Project Engineer Cost Estimator

Key personnel expected to have direct control of project execution for this contract should be listed in the submission.

Failure to provide qualified key personnel listed above will be evaluated less favorably. The professional qualifications of the prime or lead contractor’s key personnel will be evaluated more favorably than those of a subcontractor’s key personnel.

Note: Incidental or ancillary services and those services that would be considered local to the area, such as surveyors or tank inspectors will be evaluated at the task order level.

NOTE: Experience in all tasks listed in Section 3. Scope of Services, above, is not required. If any key personnel specialize in a particular area (or task(s) listed relevant to work that will be conducted under this contract), it is recommended this experience be highlighted and demonstrated within the proposal submission.

Limit to a single individual for each key personnel category.

Submission requirements:

SF330, Part I, Section E: Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. Resumes are limited to two (2) pages each and shall indicate: professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (within the past six (6) years) project-specific experience in work relevant to the services required under this contract; and indicate proposed role in this contract. Any pages over this limit will not be considered. Indicate participation of key personnel in example projects in the SF330, Part 1, Section G.

Factor 3. Past Performance (SF330, Part I, Section H):

Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or CPARS for Factor 1 projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria.

NOTE: Past performance information for projects listed under Factor 1 may be given greater weight.

Submission requirements:

SUBMIT A COMPLETED CPARS EVALUATION FOR EACH PROJECT UNDER FACTOR 1. IF A COMPLETED CPARS EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire (PPQ) (Attachment (1) included in this notice is provided for the firm or its team members to submit to the client for each project included under Factor 1, Specialized Experience. DO

NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ (Attachment (1), which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it contains the same information required in the attached PPQ (Attachment (1). Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Taylor Kanthack, via email to taylor.kanthack@ihs.gov, prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A-E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1 Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed two double-sided pages (or four single-sided pages) in total.

Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.

A subconsultant’s past performance will not be given the same level of consideration as either the prime contractor or the joint venture partner(s).

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the firm.

Factor 4. Management Plan & Quality Control (SF330, Part I, Section H):

Firms will be evaluated on the strength of the following, both equal in importance:

A management plan that demonstrate the degree to which the management plan and team organization, including degree of principle participation, coordination, division of work, quality assurance, cost control, and prior experience of the project team as a unit, will meet the overall requirements of this contract.
