About this file

This document is an Amendment (Amendment 2) to Solicitation 75H70125Q00027 for a Georgeville Well Drilling project issued by the Indian Health Service. The amendment incorporates six Request for Information (RFI) responses addressing contractor questions about the project, including ground survey requirements, well cuttings disposal, tree/limb removal, pump testing procedures, water quality testing, and temporary fencing. The key RFI responses clarify that the contractor must: obtain exact utility locations from Yakama Nation Tribal Water and Sewer Program, dispose of cuttings on-site, remove small trees/limbs with Contracting Officer approval, conduct test pumping with percolation outside Jenkins Creek, perform required water quality testing per technical specifications, and can install temporary fencing during construction. The offer due date remains unchanged at 2pm Pacific Time on 7/10/2025, with all other terms and conditions remaining the same.

Number Contractor Question Contractor Comment COR Response

Will we need a ground survey to ensure we will not hit any piping that might be underground?

We will have to move the drilling spot so we have room behind and on the side of the hole to safely move tooling in and out.

Per Drawing Sheet 2, General Note 1: "The Contractor shall be responsible for obtaining exact locations and elevations of all utilities from the owners of the respective utilities." Please contact the Yakama Nation Tribal Water and Sewer Program at 509‐865‐5121 Ext. 4604 for existing water line location.

2 Cuttings from the well.

Can we place cuttings in the swell directly behind the proposed well spot, or do we need to remove them off‐site?

Cuttings can be disposed onsite as long as they don't impede future site usage.

Can we remove limbs and possibly a few trees in the area around the well site?

This is to get our rig in, mast up and area to safely drill around the proposed well site.

Limbs and small diameter (< 3") trees may be removed as necessary. Consult with Contracting Officer prior to removing any tree 3" or larger in diameter.

Pump off, are we allowed to do the well pump test into the creek?

If we cannot pump into the creek, this will drastically increase the overall cost, as containment systems and water removal will need to be put in place

Direct discharge is not allowed into Jenkins Creek.

However, percolation outside of the creek is acceptable. Discharge of test pumping water shall be directed away from existing wells and surface water. A test pumping plan submittal from the Contractor is be required to detail how test pumping will be performed.

Water quality testing of well water is required upon completion of well. See Technical Specifications Section 32 21 01 Part 3.09 and Exhibit 2 for required sampling requirements and a full list of Water Quality Sampling Parameters.

Sampling and water quality analysis of pump testing water is not required.

Would we be allowed to put up a temporary fence before the culvert during this project?

Temporary fencing is acceptable before the culvert during construction activities.

What water quality tests are needed? can a field test be accepted, as this could account for substantial standby time while waiting for test results to be sent back?
