Amendment A00003 dated 12/14/2023
1. RFP
I would like to ask if the Indian Health Service would accept the past performance requirements of our subcontractors for Winslow and Dilkon Health Care Facility Demolition/Abatement project.
CO
As stated in the solicitation under Factor 2, “the Government will only evaluate up to four (4) Customer Satisfaction Surveys/ Past Performance Questionnaires (PPQs) combined for the prime contractor.” Therefore, we will not evaluate PPQ for the subcontractors.
2. RFP Do we need to comply with 50% of disposal waste materials being diverted from landfills ? COR Yes, the contractor needs to comply with this requirement. If this is unfeasible, this can be discussed after award.
3. RFP Will WIHCC Hospital will cover the cost of an archaeological monitor if needed ? COR
As stated in the solicitation, if subsurface cultural materials are encountered during demolition of the buildings, an Archaeological Monitor may be required to be onsite during any and all ground disturbance activities. Therefore, Option CLIN 0009 will be exercised via a modification and thus invoiced based on the daily reports submission of hours worked.
4. RFP
If an archaeological monitor is needed will WIHCC Hospital $10,000 allowance cover contractor’s expenses with delays, setting equipment and possible remobilization?
COR
As stated in the solicitation, if an archaeological monitor is needed, Option CLIN 0009 will be exercised via a modification and thus invoiced based on the daily reports submission of hours worked.
5. RFP Will there be hydro-mulch or reseeding required? COR No since the existing conditions do not have vegetation.
6. RFP What are the hours we are allowed to operate equipment? COR Normal business hours and as per contract documents. There are no current limitations for equipment operation.
7. RFP Will this project most likely happen in April? COR Work will commence after contract award and issuance of NTP, which we expect to be around February/March 2024 time frame.
