1. Can the Government provide the Environmental Assessment and Environmental Clearance documents for the project? Specification Section 01 57 20.00 10 Environmental Protection references the contractor’s responsibility under this section and page 3. 1.7 Environmental Protection Plan and 1.8 Protection Features page 6, references working within areas that have been surveyed/cleared for our planed work area however the area is not referenced on the plans. Also, 1.9 Special Environmental Requirements page 6, Swainson’s Hawk Nesting survey requirements within 10-days of starting on-site work in addition to the February 1 – August 31 nesting season. Additionally, this section references Archaeology, Waters of the US, Wetlands, and other concerns. The clearance documents will help us better understand what the contractor will be required to address under this section and to price the work accordingly.
10/31/2023
The NEPA document was provided with RFC package. Please send to all contractors.
"1.9 Special Environmental Requirements page 6, Swainsons hawk nesting survey requirements" are not pertinent to this project. I am not sure where that is called out in the contract but needs to be removed. This is an oversight by JSRA.

My question is regarding what type of substrate are you using under the Standing Seam Metal Roof Panels. This is no call out in the specifications and the only call out on the attached drawings is “WSP” (see attached highlighted drawings). Is this 5/8” plywood or OSB being used. We need to know this for wind loads.

Is the Government concerned about trapping Raydon Gas in the buildings?
The plans and specification call for the contractor to insulate with spray foam insulation. This in addition to other specified construction methods will make the buildings very tight regarding ventilation.

Is the depth of the foundation at 9” total shown on Sheet S511 detail 103 sufficient to address frost heavy in accordance with the Geotechnical Data?
Specification section 003132 5.3.1 Shallow Spread Footing indicates that an anticipated frost depth for the project area is 12 to 24-inches below existing site grade, this appears to conflict with Sheet S511 detail 103 showing a total depth for the Post Tension Slab footing at 9”.
11/9/2023
Project has been designed to use a post tension slab on grade foundation system and not a spread footing foundation system. The post tension slab is further supported by a 19 inch deep 3% soil cement mixture. Section 5.3.1 "Shallow Spread Footings" of the GeoTechnical document is not applicable. A 9 inch bearing depth for the post tension slab turn downs is sufficient. Refer to Geotechnical report #210211 Rev. 1 Section 5.1.4 Post-Tension slab.
