About this file

This is an SF30 Amendment to solicitation 75H70125R00006 for upgrading fire panel and devices at Pine Ridge Hospital, along with responses to pre-bid meeting questions. The amendment includes two sets of Q&A responses - Amendment 1 posted on 11/22/2024 and Amendment 2 posted on 11/27/2024.

Key technical clarifications include: magnetic door holders must be switched to 120V power supply systems; new conduit must be 2-hour fire rated and colored red; the hospital will handle 48-hour fire watch periods with contractor responsible beyond that; 10% spare initiating devices and 5% spare alarming devices must be provided; a workstation for zone testing and diagnostics is required. The amendment confirms the project is not tax exempt, restrooms are available for contractor use, and reiterates that offerors are responsible for determining applicable state/local taxes and TERO fees (4% of contract price and $250 work permit per employee). The amendment does not extend the original proposal due date.

Pre-Bid Meeting Questions and Answers

Upgrade Fire Panel and Devices in Pine Ridge Hospital

75H70125R00006 Item # Question Response

Q&A Amendment 1 posted on 11/22/2024

1 What should be done with magnetic door holders regarding voltage systems? There are several existing doors that run on a 24volt system, what should the new system be?

All magnetic door holders in the hospital should be switched over to 120v power supply systems if they are not already 120v. See appendix B for locations of door holding devices.

2 What fees are there involved with this contract?

There is a 4% TERO fee, but what else must be done to work on a contract in Pine Ridge Hospital?

All offerors are responsible for allowing for all applicable state, local taxes and fees within their bids and to perform their own due diligence in ascertaining them.

3 Most strobes and alarming devices in the hospital are currently wall mounted. Should any new strobing devices also be wall mounted? Must the existing strobes be used?

It is not a requirement to keep the existing strobes mounted on the wall and they can be ceiling mounted. It is up to the contractor on their method of alarming as long as it is approved during the design phase for spacing and meeting relevant codes.

4 Can any conduit that has it’s wiring taken from service due to new alarming system be abandoned?

Conduit cannot be abandoned in the ceiling. If there is no live wire use in any conduit above the ceiling as a result of this project demolishing old systems or changing the system, that conduit and wire must be removed.

5 What color conduit is to be used? Any new conduit installed to house fire alarming system wiring must be 2-hour fire rated and colored red. All new wiring shall be put in new conduit where required. As the SOW reads, once fire alarming wiring reaches the zone in which it will terminate, it no longer needs to be housed in conduit.

6 For what duration of time is the hospital willing to facilitate a facility wide fire watch during construction before the contractor is responsible for fire watch?

The hospital will handle any consecutive 48-hour fire watch. Any fire watching exceeding 48 hours in length will be required to be covered by the contractor after the first 48 hours.

7 Do the IT server rooms have suppression and alarming fire systems?

The IT server rooms have traditional water fire suppression systems. There appears to be no alarming or initiating devices in the IT rooms.

8 How are the door holders to be controlled/zoned? Door holders should be tied into the zone in which they reside. If the door is on the barrier of two zones, both zones should be able to communicate with the door holder or be able to be initiated/activated by both zones.

9 Does each alarming device need to be self-addressable? This would give only one company the ability to accomplish this as it is a patented technology.

The ability to find faults in alarming devices and control only zones of alarming devices is the intention of the self-addressable device requirement. If the proposed alarming system can be addressable to a zone wherein the zone in which the faults are occurring can be easily identified, or the functioning of all alarming devices within a zone are controllable independent from the remainder of the facility, it will be acceptable for this project requirement.

In essence, all zones have their own alarming circuits.
