1.

Specs:

312000- 2.1.D, sheet

Can asphalt millings be used as leveling course? TR Asphalt millings may be used as a leveling course so long as the millings meet the gradation requirements of 95% passing a 1 ½” sieve and not more than 8 percent passing a No. 200 sieve.

2. General Can we shut down the lots during construction if so how long? TR

The nature of the work implies that the lots will need to be fully or partially shut down during construction.

The Contractor shall submit a proposed duration during applicable preconstruction meetings. If the duration is not acceptable to the Facility Manager, the actual duration will need to be negotiated.

3.

Specs:

312000 – 3.8.C, sheet

What happens if we hit areas of subgrade that does not have enough or any suitable material? TR

312000-3.8.C.2 states “Provide additional base material as required to meet final elevations and grades.” On asphalt that is removed and replaced, it is assumed that small amounts of base material will be removed along with asphalt, and the Contractor is responsible to provide minor amounts as necessary to meet grade. If a situation arises where it is apparent that the existing asphalt was not installed to grades shown in drawings and additional material is required, or a situation where it existing material is not suitable.

The Contractor should request that a Change Order be negotiated.

4. Drawings – sheet 5.1

They have a business license, work permits which are normal. They are wanting 3% to 4% added on to the overall project. Do we include this fee for each one on the total project or add the fee for just their locations?

TR

TERO regulations are applicable to the reservation in which the work is being performed. Applicable fees should be calculated based on the work performed on the applicable reservation.

Specifications

– Section 321723 – 3.1.B

Can we stripe the day after the paving is done or do we need to wait 30 days? We normally stripe the day after paving and have good luck with the lot being clean and no traffic on it.

TR

The reason for the 30 day delay is that fresh oil tends to remain on the surface immediately after paving and can affect the quality of striping. If a contractor has a paint product that he believes will resist that effect, we could allow immediate painting, however, payment for painting would be withheld for thirty days at which time the striping would be reinspected.

If striping has degraded during the 30 day period, restriping will be required.

9. Drawings – Sheet 7.1

The concrete under the stairway in Lodge Grass is not to be disturbed is the way I read the plans, just want to confirm. TR Amendment A00001 addresses this question. Please refer to this amendment.

10. Drawings – general

Do we need to replace all the parking blocks or just the broken ones.

If we could get a number on each location that would need to be replaced that would help.

TR

All of the existing parking blocks shall be replaced.

The number includes 5 at Hays, 22 at Pryor, and 5 at Lame Deer.

11. Drawings – Sheet 4.1

Could we get a bid quantity for the sewer leak in Hays so we don’t have to put extra money in to protect us against unforeseen problems?

TR

We can add the following allowances for the sewer leak in Hays:

Up to 8 hours exploratory excavation to locate the leak.

Up to 10 feet of 8” sewer pipe for leak repair (including bedding).

Up to 2 cy of compacted base material.

Up to 10 cy of compacted backfill.

Specifications section 321216- Asphalt Paving-2.1.A

This is 1 of the mix designs we’ll be using for the project. We normally use what is available, will this work. TR

The specification calls for PG64-22 asphalt binder. The design mix described in the mix is 58-28. Binder designation PG58-28 is acceptable for this project.

14. Sheet 2.1

On sheet 2.1, the section next to the stairs shows asphalt being removed and replaced, but this is concrete. Does the concrete come out and replaced with asphalt or concrete, or does it stay in place. A drawing has been attached.

TR

The section circled in the attached drawing is currently asphalt and will be replaced with asphalt. The only section in which asphalt will be replaced with concrete is the top portion of the driveway access. The drawing sent with the inquiry has been attached, along with a color drawing of the area to clarify which sections are asphalt to be replaced with concrete and asphalt to be replaced with asphalt.

15.

Sheet 2.1 The work schedule on sheet 2.1 has 45 sf for guardrail. Is it supposed to be LF.

TR The correct unit for guardrail is linear feet (LF), rather than square feet (SF).

Specifications section 321216- Asphalt Paving-2.1.A

I have a question about 64-22 asphalt mix To get that kind of mix for Heart Butte, Ft. Belknap, Hays, Wolf Point and Poplar would require a mix design made because it’s not a common mix that is being used in the area. We would have to get mix design from each plant and it will take more time and cost approx $ 4500 each. The mix that is used in those areas is 58-28 also a commercial mix as well.

As far as the other properties 64-22 would be no problem to get (no mix design needed) because is a common mix in more of a southern area.

Please let me know if we could use the 58-28

TR Asphalt mix with binder designation 58-28 is an acceptable substitution for 64-22.

Both Arapahoe and Ft. Washakie lots have temperature COVID check in buildings (2 skid buildings at Ft Washakie, 1 “camper trailer at Arapahoe) with electrical settings on the proposed R&R asphalt areas.

18. Drawings – 2.3

WORK SCHEDULE 6 says to remove and replace the ramp. Please ask the question if the item includes removing and replacing the flatwork only and not the retaining walls that contain the flatwork. If we are replacing the flatwork only, the BIA needs to know that the ramp will not meet current ADA requirements. If we are to remove and replace the retaining walls, we will need drawings for the design. A side note to the ramp/stairs/dock plan view detail 1 found on sheet 2.3, the detail does not reflect the actual structure. The actual structure is larger than the plan view detail provided in the plans.

Please confirm the guardrail located between the two ramps (highlighted in red on the attached plan sheet) is what is included in the WORK SCHEDULE 7 item. Also confirm the handrail WORK SCHEDULE 5 item includes handrail on both sides of the stairs (highlighted in blue).

TR

The work includes flatwork only and does not include the retaining walls. The ramp is for loading only and is not required to be ADA compliant. ADA entrance to the building is through the front. The dimensions for the ramp/stairs/dock were taken from as-built drawings. Assume actual dimensions are within ± 10% of dimensions shown on drawings. Guardrails and handrails are as shown on blue and red on sketch.

19. Drawings –

7.1 There is no curb on half of the lot and also 675 sf should be 675 lf TR

Sheet 7.1 has been corrected for the lack of curb on the north and east ends of the Lodge Grass lot. The total quantity of plain curb to be removed and replaced has been corrected from 675 sf to 365 lf.
