Amendment A00001 – SF 30, Block 14 (Cont’d)
1. The following questions have been received in response to this solicitation. The answers are as follows:
NO. QUESTION ANSWER
Is there a requirement for Native American participation/ownership to perform the project?
In accordance with the Statement of Work paragraph C.3., Tribal Employment Rights Ordinance/Office (TERO) fees do not apply to this project.
Is the construction permit cost to be included in the unit pricing?
Any required construction permits for installation of the water and sewer lines specified in the solicitation must be included in the quoted price.
What specific taxes are to be included in the bid price?
It is the responsibility of the bidder/offeror to determine the applicable state, local and tribal taxes and fees within their bids/quotes and to perform their own due diligence in ascertaining them. Failure to do so will not constitute a request for an equitable adjustment to the contract price.
What are the grade requirements for the driveway?
IE: Material, Compaction Testing, etc…
The grade requirements are included in Attachment J04, Technical Provision 3.0. Section 3.05.02 refers to materials:
“All streets, alleys, driveways, sidewalks, curbs, or other surfaces which have been disturbed or damaged shall be resurfaced with like materials to a condition equal to or better than the original condition”. Also, Section 3.04 refers to compaction requirements, “Compaction shall be performed in a manner to avoid damage and disturbance of the embedded pipe.” A specific compaction test is not required, however, verification of adequate compaction may be required by the IHS
Project Engineer if there are any doubts or concerns.
Is the connection to the sewer main at the driveway entrance? Or is the intention to make it at the sewer manhole?
There is no sewer main right in front of the driveway; it begins at the closest manhole west of the driveway entrance as shown in the Site Plan (Attachment J06), with sewage flowing westward.
The city engineer has said that tapping into the sewer main is simpler and preferred over drilling into the manhole. The proposal is to tap into the sewer main just beyond (west of) the closest manhole.
Do any of the City of Stanwood costs include their public works department making mainline connections for the services? Does their line item costs cover the water purification testing?
Purification of the water service line is not included in the city fees and must be factored into the bid price. A representative of the City of Stanwood must be present during the connections to the water & sewer mains (see Statement of Work section E.4).
However, the actual connection must be accomplished by the contractor. For the water service line, the meter box and setter are already in place and the water meter is provided by the city
(see Attachment J02, Measurement & Payment and Attachment
J06, Site Plan), all remaining work and materials must be provided by the contractor.
The Stanwood Street and Utility standards, Chapters 4 & 5
(referenced in part E of the Statement of Work), have further details on city requirements for water/sewer service line installation. PDFs can be accessed here:
