Q&A Measure and Instrument Development and Support (MIDS)
| Subject: Task Order 0004 | |||
| Question # | Document, Section, Page Number | Question/Comment | CMS Response |
| 1 | Attachment J.12-C, TO 0004, Section F.3, Business Proposal Instructions - Subcontracts and Consultants - page 11 | Proposed subcontractors are required to submit a complete cost proposal in the same format as the offeror's cost proposal. Does this include all items (1-14) listed on pages 10-14, or only the budget and required supporting documentation? | This includes all items 1-14, as applicable. |
| 2 | Attachment J.12-C, TO 0004, Section F.14, Business Proposal Instructions - page 13-14 | The solicitation requires the last three years indirect cost rate history for the prime and all proposed subcontractors. Please confirm that a Negotiated Indirect Cost Rate Agreement (NICRA) will fulfill this requirement. | An NICRA will fulfill this requirement as long as it covers the last three years. |
| 3 | Attachment J.12-C, TO 0004, Section F.14, Business Proposal Instructions - page 13-14 | The solicitation requires the last three years indirect cost rate history for the prime and all proposed subcontractors. Can CMS please confirm that if a subcontractor does not have a current NICRA, a firm fixed price subcontract would be required, and negate the requirement for subcontractors to provide this information? | Per F.3.d of Attachment J.12-C if the prime is proposing a cost reimbursement agreement with a subcontractor, then the subcontractor must have an indirect rate agreement (or may submit the last three yeras indirect cost rate history) and proof of a federally approved accounting system. If those two criteria cannot be met, then a fixed price agreement would be required. |
| 4 | Attachment J.12-C, TO 0004, Section F.3, Business Proposal Instructions - Subcontracts and Consultants - page 11 | The solicitation requires submission of the subcontract agreement. Given that subcontracts are not executed until after award, would CMS allow a sample agreement and details regarding the proposed SOW, subcontract type, and subcontract price per subcontractor? | Yes along with a letter of commitment. |
| 5 | Attachment J.12-C, TO 0004, Section F.6, Business Proposal Instructions - G&A/Indirect Costs - page 12 | The solicitation states "Offerors must also provide a detailed breakdown separately for the Prime Offeror and Subcontractors if the proposed prime or sub does not have a current indirect cost rate agreement." Can CMS please clarify the difference between this requirement and the separate detailed breakdown of indirect cost rate calculations already required? Kindly confirm that this is required only of the partner without the current NICRA, and not for all parties bid on the Task Order. | The breakdown is only required once. If a prime or subcontractor do not have a current NICRA, then they must provide a detailed breakdown for the Prime Offeror and Subcontractors seperately. If a NICRA is in place, the Prime and/or subcontractor(s) must provide a copy of the most recent indirect cost rate agreement/approved rate letter and shall state the rate being used and how the cost is calculated. |
| 6 | Attachment J.2 - Conflict of Interest | Please confirm that the TO 0004 awardee will only be conflicted out of MIDS-specific measure development work as a prime and will not be conflicted out of all CMS measure development work. | The TO 0004 awardee will be conflicted out of all CMS meaure development work as a prime contractor. However, they are allowed to have HHS measure development contracts and non-measure development CMS contract. Examples of non-measure development CMS contracts includes but is not limited to the following: reports, education and outreach, technical assistance. As in |
| 7 | Attachment_J.12-A_SOW_TO_0004, 3.A. Environmental Scan: | Will the Battelle tool (Sematrix) for the environmental scan be available for the new contractor to use or is it a Battelle proprietary tool? Since this is not a COTS product, how will other contractors bid on this work? | CMS Sematrix is completely independent from the Battelle Sematrix. The new contractor will receive all of the necessary code and documentation to successfully build, deploy, and operate the system independent of the current contractor during the two week transition period. |
| 8 | Attachment J.12-C TO 0004, Evaluation Criteria, Sec. C, Pg. 20 | This criterion implies that Attachment J.3 as applicable may be reviewed by the CMS Contracting Officer. The IDIQ RFP Page 42 at Section H.1.d.2(b) says "Personal COI information obtained from the above individuals shall not be submitted to the Government. Attachment J.3 confirms this instruction. Can the Government please clarify that the completed Attachment J.3 personal information is not to be submitted to the Government? | Correct, Attachment J.3 does not need to be submitted to CMS. |
| 9 | Attachment J.12-C TO 0004, Technical Proposal Instructions, Sec. E.4, Pg. 7 and Section E.8, Pg. 10 | The RFP states that the Appendix section in the Technical Proposal for Task Order 0004 is limited to 35 pages, including resumes, letters of commitment, and milestone charts. Would the Government consider increasing the Appendix page limit to 50 pages? | Yes, the Appendix page limit has been increased to 75 pages. |
| 10 | Attachment J.12-C TO 0004, Business Proposal Instructions, Section F, Pg. 10 | The RFP indicates that the Business Proposal (Volume II) is limited to one hundred (100) pages. The business proposal requirement to include five years of detailed costing for the Prime and Subcontractors, in addition to substantial supporting documentation, would increase the business proposal volume to over 100 pages. Would the Government consider excluding subcontractor information from the one hundred (100) page limit or removing the page limits for this volume altogether? | Yes, the page limitation has been removed for the business proposal. |
| 11 | Attachment J.12-C TO 0004, Business Proposal Instructions, Section D, Pg. 2 | Would the Government allow proposal submissions via a File Exchange service for the secure transfer of large files (up to 1GB) over the Internet? The Government would receive a link via email that would direct them to a website to download the documents. | |
| Yes, this is acceptable as long as the government does not need to create a login or password to retrieve the documents. |
