SYNOPSIS
The Department of Health and Human Services (HHS), Centers for Medicare and Medicaid Services (CMS) intends to issue a Request for Proposal (RFP) to support the program entitled “Measure and Instrument Development and Support” (MIDS). The RFP will be for a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
The MIDS program supports the development and use of clinical quality measures which remains a critical healthcare priority and the tool of choice for improving quality of care at the national, community and facility levels. The nature of highly technical work requires the expertise and services of qualified personnel, facilities, equipment, materials, and supplies not otherwise provided by the government, as needed to perform quality measurement program support activities. Measures program support, measures development, revision, and/or maintenance of assessment instrument data items, data collection vehicles, and quality measures implementation (and their corresponding manuals, public outreach and coordination of data elements and measures with other MIDS contractors) comprise the fundamental activities under the IDIQ contract.
The requirements under the Measure and Instrument Development and Support (MIDS) are critical in support to develop outcome, process, structural, cost, and composite quality measures suitable for endorsement by a consensus endorsement entity and reflective of quality care across populations and settings, including, but are not limited to, psychiatric hospitals, ambulatory care services, physician providers, accountable care organizations, nursing homes, home health agencies, hospice programs, long-term care hospitals, in-patient rehabilitation facilities, PPS-exempt cancer hospitals, acute care hospitals, and ambulatory surgical centers. Its purpose is also to support the collection of data that could be used to trend quality related to patient care for those patients that receive services across settings, as well as other uses related to cross-setting analysis.
CMS intends to solicit this requirement under a full and open competition. It is anticipated that CMS will award multiple IDIQ contract awards that will have a ten (10) year ordering period with provisions for pricing arrangements including cost plus fixed fee, time and materials, labor hour, and fixed price contracts. The IDIQ contract period of performance will be one (1) five (5) year base period plus one (1) five (5) year option period. The NAICS code applicable to this procurement is 541690 (Other Scientific and Technical Consulting Services) with a size standard of $15 million.
Specific tasks and/or work to be performed will be detailed in, and solicited by, individual Task Orders (TOs). Three (3) TOs will be issued along with the IDIQ solicitation and posted to the Federal Business Opportunities website, www.fbo.gov. After the IDIQ contract is awarded, future TOs will not be posted on www.fbo.gov.
This announcement is not a request for proposal (RFP). CMS anticipates release of a RFP in February 2018. IDIQ contract awards are anticipated by September 2018. It will be the offeror's responsibility to frequently check the same site where the solicitation is to be posted for any amendments and/or changes to the RFP issue and closing date.

A formal solicitation package is expected to be posted 15 days after this posting. Proposals will be due approximately 45 days after the RFP/Solicitation issue date. Questions related to this synopsis shall be emailed to MIDS2018@cms.hhs.gov.
All contractual and technical questions must be submitted in writing (via e-mail). Telephone and fax questions or inquiries will not be accepted. The Government is not obligated or committed to award any contract as a result of this notice.
