EVALUATION CRITERIA

The evaluation procedures for review of TOs under the MIDS IDIQ shall be in accordance with FAR Subpart 16.505 and in particular 16.505(b)(1), “Fair opportunity”. CMS reserves the right to award based upon initial proposals. The Government will be assessing the proposals by using adjectival ratings.

Award will be made to the Offeror whose proposal offers the best overall value to the Government. This will be determined by a trade-off technique that allows the Government to consider award to other than the lowest cost Offeror or other than the highest technically rated Offeror. It permits tradeoffs among cost and non-cost evaluation factors.

Offerors are advised that primary consideration will be given to the technical quality of the proposals in the evaluation process. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The non-cost evaluation factors are listed below in descending order of importance.

• Technical Understanding and Approach

• Management Plan and Corporate Capacity

• Key Personnel and Essential Staff

• Past Performance

• 508 Compliance

As the degree of technical equality increases between proposals, cost/price will become more important.

The following criteria will be used in the evaluation of the technical portion of the proposal.

A. Technical Proposal Evaluation

The following technical evaluation criteria will be applied to the technical evaluation of each proposal. The Government will evaluate the factors listed below based on the Offeror’s written Technical Proposal.

1. Technical Understanding and Approach

The Offeror shall make a clear and concise presentation of the technical approach chosen for the proposed TO. This approach should demonstrate an understanding of all aspects of the requirement. The Offeror should provide sufficient detail in the proposal to indicate a technical understanding of, and capability for, performing all aspects of the SOW. Offerors will be evaluated based on their technical approach to areas contained in the SOW including the extent to which the Offeror provides evidence of:

• A discussion of potential risks or that could arise during performance of the TO and cause a delay in the public reporting schedule;

• Description of how the General Requirements will be implemented;

• Discussion of how Lean methodologies can be applied to accomplish the work;

• Description of processes associated with implementation/public reporting of quality measures, to include data source, IT platforms (if applicable), stakeholder needs, timelines, etc;

• Creativity in addressing the specified tasks, including the selection, design, and prioritization of the various data analyses and their potential utilization;

• Knowledge and ability to interact and respond to stakeholder questions/comments/recommendations;
