However, for the IDIQ, Section L.14.D.2 does request "a representative sample of the average labor rates for the various categories that are anticipated to be used for future potential task orders and how they are calculated with supporting documentation."
2 88 (Solicitation) RFP document, Section L.11.A, p. 119 Question #88 asks if the proposal submission documents are required to be 508-compliant. However, section L.11.A, p. 119 does not refer to 508-compliance. Is it correct to assume that CMS is referring to contract deliverables only and not this proposal submission in your answer, “All documents submitted shall be 508-compliant”? All documents submitted to the government should be submitted in accordance with Section 508 Accessibility standards; however, Offeror will not be precluded from receiving an award if the proposals are not 508 compliant.
The VPAT form is required to be 508 compliant.

5 14 (IDIQ) H.2 Clauses Incorporated by Reference, p. 45 52.234-4 Earned Value Management System. EVMS are expensive requirements. Please explain how CMS envisions applying an EVMS to the MIDS scope? The original response requires some clarification.
EVMS helps project managers to measure project performance. It is a systematic project management process used to find variances in projects based on the comparison of work performed and work planned. EVMS is used on the cost and schedule control and is useful in project forecasting. At the TO level, the complexity of the project will determine whether it is necessary. Contractors should have the mechanism to perform EVMS.
EVMS may be required for potential future Task Orders; however, they are not required for the IDIQ, TO 0001, TO 0002, TO 0003 or TO 0004.
6 15 (IDIQ) H.2 Clauses Incorporated by Reference, p. 45 Do we budget the additonal costs of an EVMS to each task order or will CMS fund the system at the IDIQ level? The original response requires some clarification.

7 73 (IDIQ) MIDS RFP, Section K.17 (b)(3), page 112 Section K.17 (b)(3) states "The Government will review and approve the offeror's plan for an EVMS before contract award." Does this mean before IDIQ award or before Task Order award? The original response requires a correction.
EVMS may be required for potential future Task Orders. If it is required for a future Task Order, the Government will request Contractor to submit an EVMS plan as a requirement for that Task Order. The Government will review and approve the Contractor's plan for an EVMS before award of that specific Task Order.
8 11 (TO 0001) Attachment J.9-A SOW, Chapter 3.C, page 3 Task Order 0001 Question #11
| Question 11 instructs the offeror to submit 3 business cases. Please clarify whether they are to be submitted with the proposal or as deliverables after award. The subcontractor shall supply the requested information regardless of contract type arrangement so that the Government can determine the reasonablenss of subcontractor costs.
10 69 & 78 (TO 0001) MIDS_TO_0001_Ques_and_Resp.xlsx, Questions 69 and 78, regarding Section L.14. G.6, Other Administrative Data, p132 Please clarify that "all" partners refers to Task Order 0001 partners only. Section L.14.G.6 is intended for Task Order 0001.
If Offeror is proposing subcontractors/ consultants/ teaming at the IDIQ level, that information should be included in Volume IA as indicated in Section L.12.C.5.
11 98 (TO 0001) RFP document, Section L.14 pg. 131 Question 98 indicates that the requirements in L.14.D for subcontractors are required for all proposed subcontractors, but questions 73, 120, and 140 indicate that these requirements in L.14.D are only for subcontractors on Task Order 0001. Please clarify the government’s preference on the information submitted for subcontractors. Unless otherwise noted, L.14.D is for TO 0001.
