CMS has determined that the award of the MRRC-A and MRRC-B contracts may involve a significant organizational conflict of interest due to the nature of the work to be performed. Under contracts awarded through this solicitation, MRRCs will perform medical record reviews for Medicare Advantage Organizations (MAO) Risk Adjustment Data Validation (RADV) activities to verify diagnoses submitted by MAOs for payment under Medicare Part C; therefore, if the MRRC A or MRRC B is, or becomes, affiliated with or involved (financially (organizationally or contractually)) with an MAO or with any entity that has contracts or affiliations with an MAO, a significant conflict of interest would arise. Due to the significance of this conflict, as stated in solicitation section H.1.c.2, CMS has determined it appropriate to avoid the conflict of interest. Accordingly, CMS will not accept proposed mitigation strategies associated to these specific relationships/affiliations. |

Does it mean that the proposal must use all and only those labor categories listed in the spreadsheet? | The business proposal spreadsheet shall be adjusted as needed to provide true representation of the unique technical approach proposed by the offeror. Just like the information listed in BLS Matrix worksheet, the labor categories listed in Summary and Base Year through Option Year 4 worksheets were included for informational purposes only. In order to avoid any confusion, we revised the Exhibit E.1 MRRC Business Proposal Template by removing the labor categories from Summary and Base Year through Option Year 4 worksheets. However, we left the example provided in the BLS Matrix worksheet, which we hope will aid in preparation of the justification for the specific labor rates used in the proposal. |
