Additional Questions and Answers
Questions and Answers – 75FCMC18R0004 *Please use the below required format. Also, make sure to add ‘CMS Answer’ below each question.
REQUEST FOR PROPOSAL QUESTIONS (RFP):
MISCELLANEOUS: (Based on answers to questions dated 12/19/2017)
Based on Questions 1 and 2
Question 1: For Tasks that do not have a fixed quantity (4, 6.1, 6.2, and 6.3) will the contractor be paid for only those quantities that CMS requests in a task order?
Answer: There is no set quantity for tasks 4, 6.1, 6.2, and 6.3, these tasks will depend on what is required by CMS or the RAC. Please refer to the solicitation for estimates.
Question 2: For Tasks that do not have fixed quantities (4, 6.1, 6.2, and 6.3) are there any guaranteed minimum amounts that the contractor can use for purposes of pricing and assumptions?
Answer: There is no set quantity or minimum for tasks 4, 6.1, 6.2, and 6.3. Please refer to the solicitation for estimates.
Based on Question 47
The answer states that “There are no requirements for the physical location of the RVC’s operations as long as all the RFP requirements are met.”
Question 3: Does this mean that CMS is allowing companies to use “offshore” workers for this contract?
Answer: Please refer to section G.10, Contractor Work Performed outside the United States and its Territories.
Based on Question 49
The answer states that “Chief Compliance Officer, System Analyst, Application Developer, System Administrator, and 508 Compliance Officer may be part-time positions.”
Question 4: Are the Key Personnel, Essential Personnel, and Additional Personnel that are required to be full-time positions allowed to be full-time at the corporate level, but charge part-time as needed to the RVC contract?
Answer: The SOW has been updated.
Based on Question 87
The answer states that “The Principal SSO position for each contractor should be full-time and fully qualified…”
Question 5: Does this answer mean that the RVC must have a full-time dedicated SSO for the contract?
Answer: The SOW has been updated.
Question 6: Would having a full-time, dedicated SSO at the corporate level and charged to the contract part-time as needed, be sufficient?
Answer: Please refer to question 5 above.
Based on Question 87
The answer states “The principal SSO position for each contractor should be full-time and fully qualified—preferably credentialed in systems security (e.g., Certified Information Systems Security Professional [CISSP]).”
Question 7: For the SSO position, can direct experience with CMS systems security requirements be substituted for the bachelor’s degree (Note: per FAR clause 39.104 solicitations must not describe any minimum experience or education requirement unless the CO determines that the needs of the agency cannot be met without the requirement)?
Answer: The SOW has been updated.
