C. Questions and Answers.
1. Epoxy Floor Provider asked if you want a metal J-trim transition strip, they come 1/8 or 1/4" thick, at the top of the Epoxy Wall Base where it meets the Painted Wall or do you want the Base to meet the Paint with no Transition Strip?
Response: No, install as it is drawn on plans.
2. Key Note 14 on Demo Plan A1.01 says to remove Floor Epoxy Coating on Underlayment down to the Existing Slab for New Topping Slab and Epoxy Finish, this note is in the Holding Room Areas Only, note 14 is not shown in the Corridors. The Finish Schedule on A7.02 shows Corridors 145 & 146 getting Epoxy Floor & Wall Base. If the Corridors get New Floor and Base shouldn't the Existing Demo, or does the existing remain and we have to protect it?
Response: the corridors are included in the demo and to have new floors.
3. Will NCTR consider allowing Stonhard Products to be considered as an approved installer for Div 09 6700? Amendment 3 spec’d the Sika product. "Stonhards comparable is Stonshield UTS, it is four- component, multi-functional urethane-urea slurry with broadcasted quartz aggregate. Stonhard is an ISO 9001 certified manufacturer". Please see the attached product data sheet for a full description of Stonshield UTS.

4. A previous substitution request referred contractors to the substitution procedures outlined in the specifications. A review of the specifications covering this subject revealed that the particular substitution document was not included with the specification. Will NCTR provide the substitution request form via amendment?
Response: Form is provided, see amendment 5 attachment 2 substitution request form.
5. Will NCTR allow the contractor to refurbish both AHU 62-3 & 62-4 at the same time?
Response: No
6. Will NCTR allow the contractor to perform roof work on more than one area (Areas A- M) at one time?
Response: Yes
7. Does NCTR want the contractor to replace the lightning protection on building 62?
Response: No, Refer to Plans and Specifications.
8. The specifications call for an 07 8100 fire proofing spec. Can NCTR identify where in this project they will expect the contractor to reapply new fireproofing on existing and exposed structural steel?
Response: The structure should not require new fireproofing.
9. Is it possible to get the question submission deadline extended?
Response: No
10. Can the bid date be extended?
Response: No.
11. The 14 Spec Section for the Elevator Modernization Spec is thorough and probably gives most of the items that need to be done to achieve getting your elevator repaired, but the Elevator Companies only pick up items directly related to the Elevator. They don't get Sealing the Pit, Painting, Sump Pump, Pit Ladder, Electrical, Plumbing, HVAC, Structural Supports, Handrails, Fire Caulking, Fire Alarm, Telephone, etc. All this work by others is only specified in the 14 spec. the Electrical, Mechanical, Painter, Water-proofer, etc. contractors won't know to go there since it isn't in their sections or plan sheets. Also even though the work is mentioned a spec is not given for example, it says to condition the Machine Room to certain temps and humidity levels, but a specific HVAC Split System Unit or Reworking the Existing HVAC is not detailed for achieving this. The Architect, Mechanical, Electrical, Structural Engineers typically would have directed and specified the other work required for the elevator to those other trades.
An Amendment directing everyone to get there work items for the elevator from Section 14 would be a good start, but there will still be allot of questions and items to be worked out.
Response: the contractor is responsible for all work specified herein regardless of where in the specifications or drawings it is found. There will be no time extensions or cost increases for the failure of a offeror/contractor to review the totality of the work required, including all
75F40122R00086 Amendment 5 3 of 20 attachments and amendments to the solicitation. The offeror/contractor is expected to provide a complete working elevator modernization in accordance with the plans and specifications.
12. Floor Plan A1.02 Note 02 says Stainless Steel Wall Protection on all Corridor Walls, not Noted in Holding Rooms, but Sheet A4.02 Details show Wall Rails in Holding Rooms above the Trench Drains, please verify if SS Rails go in the Holding Rooms and if so, do they go on the walls with drains only or on all the Holding Rooms walls?
Response Detail A2 and A11/A4.02 is typical on all holding room walls without doors.
13. Will NCTR please add CLIN 5, add alternate 4 to the pricing sheet to account for the elevator work?
Response: Yes.
14. The elevator work is going to be considerably more involved than what is written in the specifications. My questions regarding the secondary work in the elevator room and pit are as follows:
a. The State Elevator inspector will likely not come out and inspect the elevator. NCTR is not required to follow state elevator inspection requirements to maintain an elevator.
Some of these requirements would be very costly to comply with and may not be necessary. For quality assurance purposes, does NCTR want the contractor to hire a third-party elevator inspector to inspect the elevator after modernization and provide compliance suggestions as well as documentation?
Response: No, Contractor shall be prepared to and shall work with construction administration, or government's representative during construction.
b. Does NCTR want the contractor to vent the elevator shaft out the roof?
Response: Current building code does “NOT” require venting of the elevator hoistway.
i. If so, should the contractor install a rooftop mounted exhaust fan?
Response: N/A
ii. Should the contractor use standard sheet metal or stainless-steel duct?
Response: Refer to plans and specifications
iii. Does NCTR want this fan tied into the BAS?
Response: If referring to the exhaust fan in question 14.b.i. then not applicable.
iv. Will NCTR provide location of nearest suitable power?
Response: Refer to plans and specifications.

c. There are several considerations for getting the elevator motor into the machine room. They are as follows:
i. What are the structural characteristics of the building 62 roof?
Response: Install per plans and specifications
ii. Can NCTR provide as-builts of the roof and the stairway for this portion of the building?
Response: see amendment 5 attachment 3 as-builts 1962 Pilot Line Facilities.
Please note these are original and there have been building updates.
iii. The dimensions of the motor are 48” x 30”. Can the contractor penetrate an opening this size through the roof and drop the motor in via a crane without having to cut into a bar joist or structural member?
Response: No, contractor cannot cut the roof open for this.
iv. If so, would NCTR prefer to have a permanent roof access hatch installed over the elevator motor or would they want the contractor to patch the decking, reinforce the structure, apply new densdeck insulation, reroof it when roofing the rest of the building, and repair the machine room ceiling?
Response: N/A, Contractor can’t cut roof.
v. If the contractor cannot penetrate through the roof then the only way to get the motor from the last elevator stop at the 3rd floor to the machine room is via a rail trolley supported by a structural steel frame. The elevator motor weighs 3,500 pounds. Does NCTR know what the structural capabilities of the concrete stair treads and landings are?
Response: The contractor should install rail trolley system to move equipment into the machine room from the top floor. Another option would be for the contractor to use a “stair climber” to move the equipment to the machine room.
The contractor would also be allowed to cut a hole in the exterior wall of the building and patch it back. This option would need to be approved by NCTR staff and design consultants prior to execution.
vi. The elevator contractor informed us that the steel assembly must be engineer stamped and rated to support twice the weight of the motor, or 7000 pounds.
Will the landings and treads support a structural steel assembly built to support the 3,500 pounds?
Response: See other questions/answers for options to install.
vii. Does NCTR want the contractor to provide their own design and engineer stamped drawings for the temporary structural steel frame and rail trolley that is needed to hoist the elevator motor from the 3rd floor up to the machine room?

Response: This is Means and Methods for the contractor performing the work in accordance with contract requirements.
d. Will NCTR please identify if the landline inside the elevator works?
Response: Yes, it is operational.
e. If the landline in the elevator does not work, it will have to be brought into a working status. Will NCTR please identify on the drawings the nearest telephone tie-in point for the structured cabling contractor to connect into the machine room?
Response: N/A
f. For state compliance purposes, does NCTR want the contractor to install a smoke alarm or detector in the elevator machine room?
Response: Yes, smoke detectors required in machine rooms and elevators lobbies.
g. For state compliance purposes, does NCTR want the contractor to install a fire suppression system in the elevator machine room?
Response: WORK BY OWNERS – NOT IN CONTRACT.
h. Does NCTR want this elevator tied into a central monitoring system?
Response: WORK BY OWNERS – NOT IN CONTRACT.
i. If no central monitoring system, does NCTR want a dedicated monitoring terminal for this system?
Response: NA
i. The elevator contractors state that the pipe suspended from the ceiling will need to be removed and by code cannot be in that room. For state compliance purposes, does NCTR want the contractor to remove and relocate the pipe that is suspended in the middle of the control room?
Response: No
j. The elevator contractors stated that the current airflow and cooling measures in the control room was not sufficient for the new elevator system. For sustainability purposes, does NCTR want the contractor to install a ductless mini-split in the elevator control room?

i. If so, shall the contractor mount the condensing unit on the rooftop?
Response: N/A

ii. Should the contractor mount the condensate discharge pump inside the control room and route the discharge up onto the roof and out to a roof drain?
Response: N/A
k. The Elevator contractors stated that the current lighting in the control room and elevator pit would need to be upgraded to meet their installation safety standards. Will NCTR please consider designing some new lighting to be installed in the machine room?
Response: WORK BY OWNERS – NOT IN CONTRACT
l. The elevator pit will require a new safety ladder. Due to the moisture content of the pit, an aluminum ladder would be more suitable than a steel ladder. For compliance purposes, does NCTR have a preference on what type of safety ladder the contractor should install?
The ladder should land on the pit floor and extend four feet above the door opening threshold.

m. The elevator contractors state that a 480V system cost less than a 208V system. Can building 62 support 480V to the elevator machine room?
Response: Contractor shall install system as per plans.
n. The elevator contractor stated that they need certain power requirements in the machine room. Will NCTR please publish and design the following requirements into the machine room:
i. 208 or 480V 3 phase fused lockable disconnect
ii. 120V single phase fused lockable disconnect
iii. 120V 20A GFCI circuit in the PIT and the Machine Room
Response: Contractor shall furnish and install fully functional system.
o. The pit floor exhibited standing water during the site visit. The pit floor cannot have standing water while the crew is modernizing the elevator. For compliance purposes, will NCTR please design a sump pump and an associated dedicated circuit for the pump along with a discharge path to send the water to?
Response: See 14 2201 1.04 A.
p. At the front of building 62 there is an access door adjacent to the third floor that will have to be removed to allow the components flown in via crane. Does NCTR want the contractor to replace that enclosure with a rollup door?
Response: No.
q. The steel ladder rungs inside the manhole between 62 & 85 are rusted out and will not support a person. Replacing them will be very difficult and will likely compromise the
75F40122R00086 Amendment 5 7 of 20 structure of the manhole side-wall. For safety purposes, does NCTR want the contractor to remove those ladder rungs from the sidewall of the manhole?
Response: Yes.
r. Does NCTR want the contractor to replace the existing rungs with a full height aluminum ladder?
Response: Yes, ensure newly installed ladder is secured to the wall.
s. Regarding the new drainage to be tied into the manhole, does NCTR want the contractor to core and penetrate a new hole and pipe into the side wall of the manhole?
Response: Yes
t. If so, is there any specific depth NCTR wants to see the new drainage pipe penetrate the manhole?
Response: Pipe must drain, and depth should be adjusted to site conditions
u. If the contractor is to tie into an existing penetration, is the depth and location of that penetration identified on any as-builts?
Response: No
v. If during asbestos sampling, the tests come back positive for ACM, will NCTR issue a contract modification for those areas to be remediated?
Response: Yes, once the areas that need abatement are identified.
w. Will NCTR confirm that all ACM sampling requirements are at the cost of the contractor?
Response: Yes, all sampling shall be included in the price proposal.

x. The height above grade at the rear entry way into building 62 is 13’6”. Can NCTR confirm if the roofline of the new corridor connecting 62 & 85 should tie-in flush with the roofline and trim at building 62?
Response: Install per plans and specifications.
y. If not flush to the top, will NCTR please confirm how high up the sidewall of 62 should the new corridor roofline connect?
Response: Install per plans and specifications
z. Will NCTR please provide a drawing detail identifying how they want the corridor identified on A1.11 to tie into the existing buildings on both sides? It would be helpful if the detail identified flashing requirements, waterproofing, and vertical joint fill.
Response: See detail on A1.03
aa. Detail 2 on A1.11 shows batted insulation in the walls and spray foam in the upper corners. It would be equally as cost effective to abandon the batted insulation and spray foam the entire wall since that trade contractor is already mobilized and present. Would NCTR consider this approach?
Response: No
bb. Our internal experience with tuckpointing historic buildings and a site visiting waterproofing and restoration contractor advised us that it’s not common to tuckpoint mortar with a urethane sealant. In the past we’ve used regular mortar for tuckpointing.
It’s not common to tuckpoint and seal the brick. The restoration contractor advised of this approach as well. Can NCTR evaluate the method of repair listed on note 41 on A8.04 and consider changing from urethane to type S mortar?
Response: This is not a typical tuckpointing project. Install per plans and specifications.
15. A 730 day PoP will result in a costly division 1 budget and can be reduced if some of the work in the different alternates can be combined. For scheduling and budgeting purposes, will NCTR identify the following:
a. Can the work associated with any of the alternates be ongoing with the work associated with the base bid? For example, the base bid and the elevator modernization.
Response: Yes
b. Some of the listed alternates are mutually exclusive of one another. Will NCTR allow any of the work associated with any of the alternates to be performed simultaneously? For example, the elevator modernization and any of the other alternates.
Response: All alternates if awarded can be performed in existing 730 Calendar day schedule after the notice to proceed.

i. If so, please list the alternates that NCTR will allow to be executed at the same time. This information will assist the contractor in preparing a more realistic budget for manpower and general conditions.
Response: N/A, see response above.
16. Plumbing Page P2.01 note 3 calls for ¾” CW in basement and note 4 calls for 1” in the basement. This note is called out six times and three times respectively in rooms 141 & 143 yet there is no basement under these rooms as they are slab on grade. Where does NCTR want these water lines to originate from and what route should they take to get to their final destination?
Response: Install per plans and specifications. For trench flushing, the plumbing west of grid line B is underslab plumbing, east of grid B is run through the basement.
17. For demolition and concrete cutting/infill purposes, does NCTR know if the area under the west side dirty corridor is slab on grade or if it’s basement?
Response: West of Grid B is slab on grade.
18. Plumbing page P1.01 has a note that states the 20’+ deep manhole should be renovated and lined from the top to the base. However, during the site visit a comment was made by one of the CORs that the renovation should also turn horizontally and run the horizontal length of the manhole to some termination point downline. That additional information about the horizontal run is not captured in the drawings. Will NCTR please answer the following questions:
a. How far horizontally does the underground shaft travel?
b. Does NCTR have any detail on the dimensions of the horizontal shaft and whether or not it is structurally sound?
c. If the horizontal chamber is to be restored, will NCTR please provide a drawing addendum identifying the horizontal length they want the horizontal chamber to be rehabilitated and lined?
Response: Install per plans and specifications. There is no horizontal requirement.
19. While visiting the area around the manhole one of the CORs mentioned that there was a company that has restored other manholes on the campus. Will NCTR please provide the name of the contractor that was used to renovate the other manholes on the campus?
Response: Hubbard Contracting, 1402 CR 710, Green Forrest AR 72638. 870-438-9877
20. Note 2 on Sht. A1.02 calls for Stainless Steel Wall Protection on the Corridor Walls. What is the Gauge of this Stainless Steel?
Response: See specifications 10 2601 2.02

21. Is Room 156 included in this project? If so, are the walls to be painted with interior Epoxy Paint?
Response: Finishes to be repaired, verify existing finishes.
22. Where is Division 07 81 00 to be applied to for this project?
Response: Refer to 07 8100 Applied Fire Protection and apply as required
23. Section 01 2200-2 has 3 unit prices listed. A- Repair / Patch Roof Deck, provide price per sq
ft. B- Mortar Tuck Point with Urethane Sealant / Repair, provide price per ln ft. C- Helical Masonry Anchor Pinning, provide price per sq ft.
Amendment 2's Revised B-2 Schedule of Items has the Allowances listed but not the Unit Prices, should they be listed also?
Response: Yes, see revised Section B attached.
24. Will the Exterior Walls that get Tuck Pointed be Painted, or does the Urethane Sealant need to match the Existing Wall Color?
Response: refer to “Note:” section on A8.00’s series sheets. Elastomeric coating will be tinted.
25. Does the Helical Masonry Anchor Pinning get filled with Mortar Mix or Urethane Sealant, Spec 04 discusses the mixes?
Response: Follow manufacturer’s guidelines of specified Simpson 37 series.
26. Existing Sewer Pipe Lining: At the 1st Site Visit when viewing the Manhole Lining Work it was mentioned that the Portion of the Existing Sewer Pipe that we tie too inside the Building will get lined to the Manhole that is being lined. I see notes telling us to line the Manhole but didn't see the Pipe mentioned? Verify if the Pipe Portion gets New Lining also?
Response: Just the manhole exclude the sewer line.
27. A1.00 calls for the temporary roofed enclosure for construction egress to be built on the front side of building 62. Can the contractor use the old walkway canopy connecting building 62 to 85 and repurpose it as the sole overhead structure for the temporary construction corridor at the front side of 62?
Response: No
28. If NCTR will allow the contractor to repurpose the canopy, will NCTR please provide a detail reference on how to build the walls, temp lighting, etc?

29. If NCTR will not allow the walkway canopy to be repurposed, for standardization and constructability purposes, will NCTR please provide construction details for the walls, floor, and roof of this temporary enclosure.
Response: No
30. Is it NCTR’s intent for the temporary construction enclosure on the North side of 62 to receive a double door or a rollup door or both?
Response: Double door is acceptable
31. Should there be any access control, specific lighting requirements, or temporary HVAC requirements in the temporary construction corridor?
Response: Maintain building egress for occupied portion of building, and protection of building occupants from construction trades.
32. A402 detail G14 indicates new walls for holding rooms to be wall type 6B, 6” CMU units.
Detail 6 on A6.01 shows the 6” CMU extending to the existing structure. Detail A11 on A402 shows the 6” CMU stopping at the ceiling. Will NCTR please clarify which of the two CMU wall details should apply to A402 G14. Should these concrete masonry units terminate at existing cold-form metal framing system or should they extend to the existing deck?
Response: CMU stops at existing ceiling framing height
33. An in-depth study of the plans did not identify any callouts for the framed walls associated with details 2, 3, 4, 5 on A602. Will NCTR please indicate where partition framing details 2, 3, 4, & 5 shown on A602 are part of this renovation.
Response: These are general details and conditions.
34. Will new 1HR gypsum board ceiling system shown on A1.11 Ceiling Plan and Details be constructed the same as ceilings system shown on A9.02 Reference Drawings. If so, please provide new revised structural framing plan for all holding room and corridor ceilings. With new lay out of Large Holding #141 that incorporates two smaller holding rooms. The new larger room has a much wider span and an associated change in deflections which will change the metal stud requirements in that room only.

37. Page A1.00 identifies a construction partition that spans the north/south length of the east corridor and terminates just shy of the edge of the HM door frame at the end of the North hallway. Detail 7 on A1.00 calls for a drywall on both sides of this partition. The corridor is too close to the CMU wall to allow a person to access the construction side of the wall to hang and finish it. Will NCTR allow the contractor to use a coroplast type barrier wall similar to the dust partitions used in hospital construction projects? These walls are cleaner, reusable, and do not require finishing and painting.
Response: This would be allowable. Coordinate phasing with COR. See note on drawings – Treatment, Recovery, Surgery Prep and Necropsy will need to be accessed for as long as possible during construction.
38. There are multiple doors on A1.00 that have an associated note that says “Dust Partition – OR Seal Doors Air Tight”. The word “OR” insinuates that we can use a zip wall type seal, or something other than what is drawn in detail 6. A zip wall type seal is $100 per doorway, whereas the constructability associated with detail 6 is closer to $1,000 per doorway. For cost savings, standardization and constructability purposes, will NCTR allow the contractor to use a zip wall type system or a coroplast type dust partition system to seal these doors?
Response: Contractor’s option to keep construction debris and dust from entering into occupied spaces. It is the contractor’s responsibility to maintain assemblies that are dust and debris proof.
39. Upon completion of construction, should the contractor plan to paint from corner to corner, all of the areas behind the dust and construction partitions?
Response: All areas in scope of work to have new finishes
40. There is one new HVAC system being installed in the north end of the corridor connecting 62 & 85. That one system may not be enough to provide a climate controlled, adequate air balanced corridor between the two buildings. Would NCTR consider adding a second ductless mini split system on the southside of the corridor?
Response: Contractor shall install systems per plans and specifications
41. The ductless mini split system needs a condensate return line and pump. Where does NCTR want this return line routed to?

47. How does NCTR want the contractor to reinforce the CMU wall to install new doors in room 141? The reference drawings A9.02 include a lintel detail (H1). Something similar would be sufficient.
Response: Similar to detail on A9.02 would be acceptable.
48. Page A1.01 detail M10 Demolition Plan states the removal of the existing epoxy flooring down to the original concrete slab in animal holding areas. Will NCTR clarify if there is a 4" concrete topping in animal holding rooms 141 - 143?
Response: There is topping slab West of Structural Grid B is slab on grade. Contractor shall demolish topping slab and install flooring per plans and specs.
49. Will NCTR please send pictures of an existing room with a topping slab and a picture of an existing room without a topping slab, showing clear images of the elevation difference between the corridor and the animal room. The picture can be taken from inside the room looking out into the corridor. We want to see the elevation difference between the two areas. It would be helpful if a tape measure was captured in the picture showing the elevation difference in inches.

50. Specification section 01 2100-1 paragraph 1.04 states to provide a $2,000 allowance for interior room signage at the new holding rooms. Should this be a CLIN item and the final budget for the signage?

52. Section 01 2200 – 2 paragraph 1.07 identifies a schedule of unit prices. These items listed in A-C appear to be somewhat captured in the defined alternates. Does NCTR want the contractor to disregard this paragraph?
Response: Solicitation Section B has been amended to include these alternates.
53. The RFI Q&A on amendment 2, question #7, appears to contradict the drawings. The drawings page A402 detail A14 reference the trench drain manufacturer. The picture also reflects that the trench drain is a stand-alone item, and not casted or poured in place. We assess that a prefabricated system is more maintenance friendly, won’t crack over time like concrete/mortar will, and is stainless steel which is has a sanitary factor that ordinary mortar doesn’t offer. We assess that a prefabricated trench drain is a more suitable option which NCTR may welcome over the life of this facility. Does NCTR have a preference to use a poured or casted trench drain over a prefabricated trench drainage system?
Response: The trench is a formed cast in place epoxy coated system while the trench cover is found in plumbing drawings.
54. Page A4.02 detail A2 specifies that for the interior of the animal holding rooms, it is required to install an 8" cove base for the epoxy flooring. However, no detail in the drawings identifies the dimension of the cove base to be reinstalled at the clean and dirty corridors.
Page A1.01 note 2 specifies that the 48” AFF epoxy wall coating is to be removed from the corridors. Will NCTR please provide us with the height of the new cove base in the corridors?

55. Page A7.02 in the finish schedule specifies patching the existing base in Behavior Lab 156, where the door will be removed. Will NCTR tell us what are existing finishes in the Behavior Laboratory are?

57. The topping slab in A402 detail A14 references using Sikaquick 1000 to build the slope. We discussed this with Sika’s product engineer (Raphael Bonilla). He discourages using this as a sloping mortar because it has a very small window of working time and it’s made to be a self- leveling mortar, not a sloping mortar. He confirmed our concerns by stating that it would be very difficult, expensive, and painful to use this product in this type of environment. Sika suggests using a Multi-Dur TG epoxy system using 80-90 pounds of sand to one gallon of Sikafloor 160 epoxy to build this floor up. The working time is about 35 minutes per mix and is a trowel grade epoxy-based mortar and will not run away like a self-leveling mortar will. The cost savings with this approach is significant when comparing to the sikaquick 1000 (or equal) option. The Sikafloor 22NA purcem needs to be added first to act as a moisture mitigating primer to the existing floor. Is this an acceptable alternative to the sikaquick 1000 (or equal) option?
Response: Deign team coordinated with Sika representative for flooring type and product.
Better or equal substitutions would be accepted.
58. The solicitation states that the PoP is 730 days. Hypothetically if the contractor builds their schedule to complete the project in 600 days, and then somewhere in the middle of the project the work gets delayed 130 days due to design changes borne by differing site conditions, will the government issue a contract modification including 130 days of additional general conditions beyond the 600 that the GC budgeted if the delay exceeds their scheduled timeframe but remains within the contractual 730 days PoP?
Response: No
59. Other than the transition period between phase 1 and phase 2 (stated as two weeks in the drawings), what are the minimum and maximum amount of weeks that NCTR suggests the contractor should account for in their schedule to transition into the space of the next phase?
Response: The is a means and method of the construction contractor on how the work required is completed in accordance with the specifications and drawings.
60. Regarding the new dumpster pad with bollards around it, does NCTR want this removed at the end of construction?
Response: Dumpster pad on detail /A0.01 is permanent structure.
61. Specification section 01-5000-2, paragraph 1.06 fencing. Does NCTR want fencing around the temporary construction corridor? Can NCTR markup a set of drawings identifying the area that they’ll allow the fence to be built in?
Response: No to both questions.
62. Does NCTR want the contractor to tie filtered negative air into the existing duct return system or recycle the air through an exterior opening?

We’ve found that Firestone is an accepted brand at NCTR, but Siplast is a superior product to Firestone and therefore the “or equal” is questionable. Will NCTR accept Firestone products for this roofing scope or should the contractor request the roofing contractor use Siplast?

64. Note 9 on A102 states that the awarded contractor shall coordinate the grade with the contractor on a different project. Is this referring to the road & drainage improvement project?

65. If note 9 does refer to the Road & Drainage improvement project, then that project is over and complete. In either situation, is the contractor for this project responsible for their own grading and repair of any asphalt or existing conditions?

67. There is a specification 08-3100 Access Doors and Panels in the Project Manual; however, we could not find access panels in the project. Will NCTR please identify where these access panels may be located?

68. Page A402 calls for a CMU block infill at the entry door associated with room 149. The drawings instruct the contractor to refer to the reference drawing A9.04 Detail G4 for this infill. Inside detail G4 there is a keynote circled “7” but this note is omitted from the drawings. This note 7 is located at each infill in the reference drawings, possibly indicating a light switch or something of that nature. Will NCTR please advise as to what note 7 refers to and provide some drawing clarification for its constructability?
Response: The existing door is relocating from original location. See note 5 on A1.02.

73. Specification 09 67 00 calls for a single quartz broadcast system. 74. A review of the drawings identified a lack of fire extinguisher cabinets. Specification 10 4400 is in the Project Manual. Where does NCTR want the fire extinguisher cabinets to be located in this project?

75. In relation to the elevator modernization spec section 14 2202, does NCTR want a non-proprietary system installed in building 62?

78. On sheet E0.01, there is a new pole light drawn between buildings 62 and 46. There is a wooden pole with a "tornado" siren on it that is located in the green space where the new pole is to go. There is a fused disconnect on the pole, the siren equipment is being fed from this disconnect via a 10amp fuse, if we could use this circuit to power the new light, this would eliminate the need to cut/replace the existing concrete to install the underground conduits. Please confirm that this is acceptable.

79. There is a small amount of electrical information listed in the elevator spec section, but not very specific. Please provide required electrical information for the elevator itself, as well as the requirements for the pit area. Circuitry, light types/locations, disconnect requirements, etc.

80. Will there be any COVID PPE, masking, vaccine requirements while working in building 62?
Response: Must comply with current NCTR campus standard at the time work is being performed or workers are present on campus. Currently masks are required when the covid- 19 community level is high.

For Past performance evaluations, the recency and relevancy of a provided contract reference will only be used for the past performance if a PPEQ is received from the offeror references or a CPARS evaluation is provided for a contract reference. Past performance is how relevant to our requirement and how well the offeror performed. With no PPEQ or CPARS we cannot determine how well one performed so the recency/relevancy for that particular contract will not be used in
