About this file

This is a Questions and Answers document for RFQ 75D301-16-Q-78995 regarding NIOSH Medical Services. The document provides clarifications on service descriptions, pricing structure, and technical requirements for medical services procurement.

Service descriptions and pricing guidance clarify that three services—Responder Readiness Medical Clearance, Responder Readiness Program Interim Medical Evaluation, and Post-Deployment Health Assessment—have attachments providing detailed information. For titer and immunization services, costs may be separated into three categories: virus-specific antibodies, bacterial antibodies, and auto-antibodies, with specific tests determined by activity needs. Travel costs, including mobilization charges for medical personnel and vehicles, should be separately priced and itemized to the extent possible for efficiency. For fit testing, quantitative methodology is the preferred and primary method, with qualitative testing permitted only as a secondary option during widespread PPE shortages using Bitrex (not Sacchrine or irritant smoke). The document lists ten common respirator mask makes and models for which vendors must be equipped to conduct testing, including 3M and North by Honeywell full-face and half-face respirators, and the 3M 9210+ N95 (most commonly used). Proposal submissions must include costs for all required services and travel estimates across four geographic locations, structured as one collective CLIN for services and one Travel CLIN to provide maximum flexibility. Acceptable submission formats are Word, Excel, or PDF.

Q1. For the following items there was no description of services for the following items. Can I get a description so I can price appropriately?

A1. Attachments have been added for these three.

a. Attach 1 Responder Readiness Medical Clearance

b. Attach 2 Responder Readiness Program Interim Medical Evaluation

c. Attach 3 Post-Deployment Health Assessment

Q2. As far as titer/immunization. There is a list of items that these covers. Would you like pricing individually for each of those items.

A2. Cost may be separated as: a) virus-specific antibodies; b) bacterial antibodies; c) auto-antibodies. Then the activity would determine the test as needed.

Q3. We had discussed our travel costs, medical team and vehicle charges (mobilization). Typicaly, we charge the mobilization charge per event. The cost of mobilizing an NP is different than mobilizing an MA to perform audios/labs. Should I put that cost under travel or back it into the price of the testing items?

A3. CDC is looking for efficiency, it is recommended that any travel cost be separately priced to the extent that cost items can be itemized or estimated.

Q4. For the fit testing. Is it quantitative or qualitative? If it is quantitative what is or are the mask/s make and model numbers. We need to make sure we have the appropriate adapters for quantitative.

Q4. For fit testing, quantitative is the preferred and main method. CDC NIOSH has deemed qualitative as secondary method in the event that there’s a widespread emergency that causes PPE shortage. The use of

Bitrex being preferred over Sacchrine or irritant smoke (cannot be used) in the event that the qualitative fit testing method is needed.

The most common mask make / models are listed below:

I. 3M 6700 Full Face Respirators

II. 3M 6800 Full Face Respirators

III. 3M 6900 Full Face Respirators

IV. 3M 6000 Series Half Face Respirators

V. North by Honeywell 7600 Series Full Face Respirators

VI. North by Honeywell 7700 Series Half Face Respirators

VII. Honeywell Survivair Half Face Respirators

VIII. 3M 9210+ N95 – most used / people seem to prefer this if it works for them

RFQ 75D301-16-Q-78995_NIOSH Medical Servics_Q_A: Page 2 of 2

IX. 3M 9205+ N95

X. 3M 8110S N95

Q5. For the format of the proposal – as we understand in the RFP an excel document with pricing for all services listed is all that is required for submission, correct? This includes the services listed in the scope of work plus any travel time.

A5. The RFP allows for vendor choice in proposal submission. All responses must include the costs for the required services and estimates for travel to perform the estimated services across all 4 geographic locations, which will be awarded as one collective CLIN for services and one Travel CLIN to be funded as needed to afford the greatest flexibility to the Government and Vendor post award. Word, Excel, PDF formats are preferred.
