About this file
This document is an internal Navy memorandum dated July 10, 2024, from Juan C. Padró (Design Team Supervisor, Facility and Infrastructure Design Section) to Joseph H. Lupton at FRC East in Cherry Point, North Carolina, forwarding a work recommendation for Building 4035 (Plating Shop) mechanical room overflow containment tank repairs.
The work involves replacing deteriorated sealing elements on three (3) pipe penetrations used on pipes penetrating the cyanide secondary containment system. The seals were originally installed circa 2012 and have significantly deteriorated, though the existing wall sleeves and concrete surfaces remain in good condition. The contractor is required to reuse the existing wall sleeves and piping while installing new modular pipe sealing systems similar to Link-Seal Model OS-316, featuring nitrile green rubber seal elements, reinforced nylon polymer pressure plates, and 316 stainless steel hardware, installed per manufacturer specifications. After removing existing sealing elements, all sleeve and pipe surfaces must be cleaned to a smooth finish as recommended by the manufacturer. The work area involves hazardous conditions (cyanide waste), requiring the selected contractor to obtain a Confined Space Entry permit per FRC East Instruction FRCEASTINST 5100.14C and use appropriate Personal Protective Equipment in accordance with FRC East Instruction FRCEASTINST 5100.2. FRC East's HAZMAT team will handle sump emptying prior to contractor work. The document includes detailed technical drawings and an aerial facility map showing Building 4035's location within the Naval Air Station Cherry Point complex.

Joe, Juan is going to help with identifying the appropriate seals for the piping penetration. He has the plans from a similar effort that was developed back in 2012. It’s not clear whether this effort was carried out. He would like to arrange a field visit with the black light to look and see if they did any of the construction from the plans he has.
Michael Spitz, PE Civil/industrial Engineer FRCE Facilities & Infrastructure Design Section Ph: 252.464.9969
Joseph, During the site visit we noticed that the sealing elements of the pipe penetration systems used on the pipes penetrating the cyanide secondary containment has deteriorated significantly. Seals installation circa 2012. The pipe sleeves and concrete surface appear to be in good conditions.
We recommend replacing the sealing element for each of the three (3) penetrations. Wall sleeves and piping may be re-used. Refer to enclosed sketch for additional details.
As discussed with FRC East Environmental Department, sumps are to be emptied by FRC East HAZMAT team. The hazardous conditions of the work area warrant the selected contractor to comply with specific occupational safety and health requirements. Contractor must obtain a Confine Space Entry permit in accordance with FRC East Instruction “FRCEASTINST 5100.14C_Confine Space Entry Program”. Also, Contractor must use Personal Protective Equipment (PPE) suitable for hazardous environment in accordance with FRC East Instruction “FRCEASTINST 5100.2 Occupational Safety and Health Manual”.
If you have any questions or require additional input or investigation on my part, please contact the Facilities and Infrastructure Design Team at your convenience.
