STATEMENT OF WORK (SOW)

FOR

GAS LEAK DETECTION, REPAIR, VALVE INSTALLATION, AND ASPHALT

PATCHING SERVICES

1.0 GENERAL

1.1 Background

A gas leak has been identified at United States Coast Guard Training Center Birmingham

Southern, 900 Arkadelphia Road, Birmingham, AL. Immediate repair is required to ensure safety, prevent further damage or hazard, and restore normal operations of the gas line and parking area. This requirement is for a firm-fixed-price construction-type services effort consisting of excavation, gas valve installation, backfill, and asphalt restoration.

This project is pursued to eliminate the safety hazard associated with the gas leak and to return the affected parking lot area to full operational use.

1.2 Scope

The Contractor shall provide all labor, supervision, materials, equipment, tools, transportation, testing, cleanup, and other items needed to complete this work.

The work includes:

1. Confirm the approximate location of the gas leak using a gas detector or similar non-destructive method.

2. Coordinate any gas shutoff and restart with the Government Technical Representative (GTR) and the gas utility, if needed.

3. Review utility markings before digging. The Contractor shall not begin digging until utility markings are in place.

4. Saw-cut the parking-lot asphalt and excavate as needed to safely reach the gas line and repair the leak.

5. Repair the gas leak and install one new gas shutoff valve.

6. Test the repaired gas line and valve before backfilling the excavation.

7. Backfill the excavation with suitable material and repair the asphalt pavement.

8. Remove all spoils, debris, excess materials, equipment, and temporary safety devices from the site.

The expected excavation area is about 6 feet by 6 feet and up to about 6 feet deep. These dimensions are estimates for planning purposes. The Contractor shall excavate only as needed to complete the required repair safely.

If the Contractor finds a condition that is outside this scope—such as rock, an unmarked utility, a leak outside the planned area, a pipe that is different from the expected pipe, or a need for repair beyond the identified leak and one valve—the Contractor shall stop work in that area, make the area safe, and notify the GTR and Contracting Officer. The Contractor shall not perform additional work unless directed in writing by the Contracting Officer.

This requirement does not include repair or replacement of electrical, water, sewer, communications, irrigation, or other utility systems; landscaping repair; rock removal; or work beyond the gas-leak repair and installation of one gas shutoff valve, unless authorized in writing by the Contracting Officer.

1.3 OBJECTIVE

November 2, 2026 | Page 2 of 13

The objective of this firm-fixed-price requirement is to safely locate and repair the gas leak, install a gas valve, restore the excavated area with gravel backfill, and complete asphalt patching so that the parking lot surface and gas system are fully operational, safe, and ready for use. All work under this contract must be completed no later than ten (10) business days after the date of contract award.

1.4 APPLICABLE DOCUMENTS

The Contractor shall comply with all Federal, State of Alabama, and local laws, rules, permits, codes, and safety requirements that apply to this work.

This includes requirements for:

1. Worker safety;

2. Digging, trench safety, and traffic control;

3. Natural-gas line repair and testing;

4. Utility marking and safe digging;

5. Required licenses, permits, and inspections;

6. Disposal of dirt, debris, and waste; and

7. Asphalt repair.

The Contractor shall obtain all permits, licenses, inspections, and approvals needed to perform the work, unless this SOW states that the Government will provide them.

If the Contractor identifies a conflict between this SOW and an applicable law, permit, code, or gas-utility requirement, the Contractor shall notify the Contracting Officer and GTR in writing before performing the affected work. Only the Contracting Officer may change the requirements of this contract.

2.0 SPECIFIC REQUIREMENTS/TASKS

The Contractor must perform the following tasks. This is a firm-fixed-price contract. The

Contractor is solely responsible for the means, methods, techniques, sequences, and procedures of construction and for coordinating all portions of the work. The Government will not supervise or direct the Contractor’s employees. Performance will be measured by successful completion of the defined tasks and acceptance of the completed work.

2.1 TASK ONE. LOCATE AND EXPOSE THE GAS LEAK

The Contractor shall take the following steps to locate and safely expose the gas leak:

1. Confirm that utility markings are in place and visible before digging.

2. Use a gas detector or similar method to confirm the approximate location of the leak.

3. If the Contractor finds an immediate gas-related safety hazard, the Contractor shall secure the area and immediately notify the GTR and the appropriate gas utility or emergency service, as needed.

4. Coordinate any required gas shutoff with the GTR and gas utility before starting work near the gas line.

5. Set up safety barriers, warning signs, and traffic controls as needed to protect workers, Government personnel, and vehicles.

6. Saw-cut the asphalt in clean, straight lines. The planned excavation area is about 6 feet by 6 feet.

7. Excavate as needed to safely expose the gas line. The expected depth is up to about 6 feet.

8. Use safe digging methods that avoid damage to the gas line and other marked utilities.

November 2, 2026 | Page 3 of 13

9. Remove excavated dirt, broken asphalt, and debris from the site unless the GTR approves a safe temporary storage area.

10. Expose enough of the gas line to identify the pipe material, pipe size, condition, leak location, and the repair needed.

11. Stop work and notify the GTR and Contracting Officer if the Contractor finds an unmarked utility, rock, an underground obstruction, a different pipe material, or another condition outside the planned work.

2.2 TASK TWO. REPAIR THE GAS LEAK AND INSTALL A VALVE

The Contractor shall repair the identified gas leak and install one new gas shutoff valve.

1. Before starting the repair, the Contractor shall confirm the existing pipe material, pipe size, and condition.

2. The existing pipe is believed to be medium-density polyethylene (MDPE). The

Contractor shall confirm the actual pipe material before selecting repair materials or beginning the repair.

3. The Contractor shall provide all parts and materials needed for the repair, including the valve, fittings, pipe, connectors, warning tape, and other items needed to safely complete the work.

4. All repair materials shall be new and suitable for the existing gas line and its normal operating pressure.

5. The new valve shall:

• Be compatible with the existing gas line;

• Be properly rated for natural-gas service;

• Be installed using an approved method;

• Be placed at the repair location unless the Contracting Officer directs otherwise in writing; and

• Be accessible for future operation and maintenance.

6. Only qualified personnel shall perform the gas-line repair, valve installation, testing, and restart of gas service.

7. Before backfilling, the Contractor shall test the repaired gas line and valve as required by applicable safety and gas-service requirements.

8. The Contractor shall provide the GTR and Contracting Officer with a written test record before backfilling. The test record shall include:

• Date of the test;

• Test method;

• Test pressure;

• Length of the test;

• Test result; and

• Name of the person who performed the test.

9. The Contractor shall not restart gas service until the repair passes testing and the gas utility approves restart, if utility approval is required.

10. If the Contractor finds more than one leak, finds that the repair is more extensive than expected, or cannot complete the repair within this SOW, the Contractor shall notify the GTR and Contracting Officer immediately. The Contractor shall not perform additional work without written direction from the Contracting Officer.

2.3 TASK THREE. BACKFILL AND ASPHALT REPAIR

After the gas line and valve pass testing, the Contractor shall restore the excavation and parking-lot surface.

November 2, 2026 | Page 4 of 13

1. The Contractor shall not begin backfilling until required testing is complete and the test record has been provided to the GTR.

2. The Contractor shall place clean material around the repaired gas line and valve to protect the pipe in accordance with all federal regulations (including UFGS 33 11 00 / 23 11 25 & UFC 30430-05). The material shall not contain rocks, debris, or other material that could damage the gas line.

3. The Contractor shall install warning tape, tracing wire, or other identification materials if required by the gas utility, applicable code, or the existing installation.

4. The Contractor shall place gravel or other approved backfill in layers and compact each layer before placing the next layer.

5. The Contractor shall prepare the base under the asphalt so the repaired area is stable and level.

6. The Contractor shall install an asphalt patch that:

• Matches the surrounding asphalt thickness as closely as practical;

• Matches the existing pavement material as closely as practical;

• Is compacted properly;

• Is level with the surrounding pavement;

• Does not have loose material, large gaps, sharp edges, depressions, or raised areas; and

• Is safe for normal parking-lot traffic.

7. The Contractor shall seal asphalt edges and joints as needed to help prevent water from entering the repaired area.

8. After completing the asphalt repair, the Contractor shall remove all debris, equipment, signs, barriers, and unused materials. The area shall be clean and safe for normal use.

2.4 TASK FOUR. Site Cleanup and Demobilization
