Addendum No. 1 for Historic Mill Creek Visitor Center Project

This addendum to the construction contract documents was issued on January 9, 2025, by the Michigan Department of Technology, Management and Budget (DTMB) for the Historic Mill Creek Visitor Center project located at Mackinaw State Historic Parks. The project involves renovation and construction work at the visitor center and restroom facility, with bidding scheduled for January 15, 2025. The addendum clarifies multiple design specifications and construction requirements, including removal of the restriction on December 1 through April 1 site work, allowing construction to continue through this period upon contract award. Key product clarifications address flooring specifications (polished cementitious overlay and porcelain tile types), weather barriers (replacing building wrap requirements with drainage wrap specifications), standing-seam metal roof panels with two acceptable manufacturers added (Metal Panel Systems and DMI), stainless steel handrails, and window sill flashing details. The addendum requires builder's risk insurance prior to contract signing and permits up to two storage containers on state property at the project site. Construction is expected to commence shortly after Labor Day with a substantial completion target that extends into the winter months.

The addendum includes revised technical specifications for polished cementitious overlay installation, requiring a 10-foot by 10-foot mock-up for architect approval prior to full-scale application and mandating a pre-polish conference with representatives from the contractor, manufacturers, and owner. Weather barrier specifications now reference ASTM E2556 standards for drainage wrap with minimum 98 percent drainage capability and 120-day maximum UV exposure. Standing-seam metal roof panel specifications cite ATAS International Dutch Seam MRD as the basis of design with 0.029-inch thickness and fluoropolymer finish, while mechanically seamed panels at mechanical equipment areas reference ATAS 2" Field-Lok specifications. The addendum addresses specific product selections for flooring, vinyl base, and tile finishes by directing contractors to Division 01 Design Selections specifications for manufacturer details and performance requirements. Revised drawings include handrail details showing stainless steel construction, floor transition details at auditorium steps, and window sill flashing specifications for the restroom building.
