About this file

This document is an Addendum to the bid specifications for the Sturgeon River Sloughs Bridge Replacement project in Houghton County, Michigan, issued by U.P. Engineers & Architects, Inc. on behalf of the Michigan Department of Natural Resources. The addendum clarifies, modifies, and changes the original plans and specifications, including details related to the bridge decking and railing materials, connections, and hole sizes. It also provides responses to bidder questions regarding acceptable materials, including clarification that Douglas Fir or Southern Pine #1 grade pressure-treated lumber can be used for the bridge decking and wearing surface. Additionally, the addendum includes an updated list of attendees from the pre-bid meeting held on February 14, 2023.

The project does not have Buy America restrictions, and the contract is being procured through the State of Michigan's procurement system. Bid submissions must be uploaded to the SIGMA VSS system, and any issues with the electronic submission process should be communicated to the State's design and construction team.

ADDENDUM # 1

File No. 751/21294.TAP

Michigan Department of Natural Resources

Sturgeon River Sloughs Bridge Replacement

Houghton County, Michigan

This ADDENDUM NO. 1, issued on February 21, 2023 is to clarify, modify and/or change the original plans and specifications issued by U.P. Engineers & Architects, Inc. and is hereby made a part of the bidding documents.

Bidders are required to acknowledge receipt of this ADDENDUM NO. 1 on the appropriate place on the Bid Form.

Pre-Bid Meeting

1. Attendance Record is attached to this Addendum.

Bidder Questions and Answers

1. Q: Can the 6x6 CuNAP Timbers be Douglass-Fir instead of Southern Pine?

A: Yes. Bridge decking and wearing surface can be either pressure treated Southern Pine

#1 or Doug-Fir #1. In addition, the decking can be white oak.

2. Q: In the meeting you mentioned smooth wall HDPE for the approach rail post tubes.

Based on two other projects last summer the smooth wall HDPE was very difficult to get and very pricy. We had to modify to the HDPE double wall culvert pipe with a second option of Schedule 35 PVC at locations with space issues.

A: HDPE double wall corrugated pipe and Schedule 35 PVC pipe are acceptable alternatives.

3. Q: Timber 6x6 spacing, 10” and 8” shown. Please advise which is correct.

A: 8”.

4. Q: Will the flange holes be shop drilled or field-drilled? If shop drilled, what size hole?

Also how many holes per connection, 2 total or 2 per each side of beam (4 total)? This connection could be very labor intensive. You may want to consider using hcp clips, see attached. The bolt would be countersunk to facilitate the wear plank decking. The HCP clips would allow an offset connection and negate the need for flange holes and future corrosion concerns with drilling holes in the flange.

A: Holes can be either field and shop drilled. Hole size shall be 3/8” dia. through the steel flange. There are two (2) screws into each 6x6 at each beam flange. HCP clips will not be allowed.

5. Q: Does this project have Buy America restrictions?

A: No.

6. Q: What size is the curb. Looks large (3x12) on S101, however in D5 on S102 it is called out as 2x4?

A: Curbs are 3x8 to match the wearing surface.

7. Q: The HSS6x3x1/2” top rail is not an available rolled size in weathering steel. This was a conflict on a different DTMB job. Suggest changing to a different size. Project mentioned changed to 6x4x3/8. The 2.5 x 2.5 x 3/16” is also a “non-standard size” that can be more difficult to source. 2x2x1/4” would be more readily available and far more cost-effective if open to changes and works for the railing design.

A: The top rail shall be a HSS6x4x3/8”. The intermediate horizontal rails may be

2.5x2.5x3/16” or 2.5x2.5x1/4”. A 2x2x1/4” is not an option.

8. Q: Would Douglas Fir #1 be acceptable for approach railing material, at least for the post?

A: Yes.

9. Q: Railpost to beam connection detail has a C12x20.7 standoff. The width of a Cx12.20.7 is ~3-inches, however the railing post is only 2-inches wide (6x2x1/4”). What is the expectation for this weld?

A: The web of the C12x20.7 shall line up with the wall of the railing post. The flange can run past the railing post. Weld all around with 3/16” fillet welds.
