About this file

This document is a Sole Source Notice Request for Information (RFI) issued by Salt Lake County for Noxious Weed Control Services. The project involves a continuation of five years of work in Invasive Species Mitigation, focusing on treating and mapping populations of yellow star thistle and garlic mustard across Salt Lake County. The solicitation is for PMG Vegetation Control, the only known vendor along the Wasatch Front with the specialized capability to identify, chemically treat, and provide GPS-mapped data on noxious weed treatments. The RFI was open from April 25, 2019, to May 6, 2019, with Jason Yocom as the contact person, and seeks to leverage collaborative efforts among partners to comprehensively address noxious weed infestations.

The project is funded by a $60,000 grant covering the period from May 1, 2019, to April 30, 2020. PMG's unique technology allows for precise GPS tracking of chemical treatments, enabling sensitivity to property boundaries and accurate mapping of weed populations. The vendor has extensive staff training in identifying specific noxious weed species and can provide detailed Geographic Information System (GIS) data on treatment locations. The procurement is being pursued as a sole source due to PMG's specialized technological capabilities and proven track record in working with Salt Lake County and other organizations on invasive species mitigation.

NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT

REQUEST FOR INFORMATION (RFI)

SALT LAKE COUNTY

Notice #: HEA042419

The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. If, for any reason, any party does not agree that this sole source purchase is applicable, please email the contact person for Salt Lake County Contracts and Procurement Division prior to the “Comments Due Date:” indicated below:

Title: Noxious Weed Control Services

SOLE SOURCE JUSTIFICATION

Sole source procurement is appropriate when goods or services are only available from a single vendor;

when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.

In this case, PMG Vegetation Control is the only known vendor along the Wasatch Front we have found that can identify the noxious weeds of concern (yellow star thistle and garlic mustard) because of extensive training with their staff, chemically treat them with herbicides, and then provide GIS data on where the treatment occurred. They have developed special technology that allows them to GPS the exact location of the chemical treatment. As the technician pulls the trigger on the spray wand, a GPS unit begins to log the treatment. This allows them to be sensitive to property boundaries, locate noxious weed populations using GPS technology and measure the amount of chemical treatment dispensed.

Proposed Standardization Provider: PMG Vegetation Control

Notice Start Date: April 25, 2019

Comments Due Date/Time: May 6, 2019, before 1:00pm Mountain Time

BACKGROUND

This project is a continuation of five years of work in association with Invasive Species Mitigation funding, in which Salt Lake County was the project manager for the Summit and Salt Lake County Garlic mustard project. It is also the continuation of over 3 years of funding by Watershed Restoration Initiative for Yellow star thistle treatment in Salt Lake County, primarily on Salt Lake City Watershed lands. This is the first year in which we will have broad collaboration with partners within Salt Lake County and address all known infestations of both yellow star thistle and garlic mustard.

The project's focus is to use an integrated approach to treat, monitor and map for populations of two high priority noxious weed species. All the partners on this grant have been working individually to treat their infestations, and by working together we hope to leverage and standardize all of our efforts for one large comprehensive and strategic project in which we will have greater success. By surveying and mapping additional acreage, we will both control new outlying populations in Early Detection Rapid Response areas, but also identify isolated populations for next years’ treatment, as well as delineating the extent of the spread. We have been working with PMG for the past several years through other organizations.

PMG is the only private company that we have found that can identify the noxious weeds of concern because of extensive training with their staff, chemically treat them with herbicides, and then provide GIS (Global Imaging System) data on where the treatment occurred. They have developed special technology that allows them to GPS (Global Positioning System) the exact location of the chemical treatment. As the technician pulls the trigger on the spray wand, a GPS unit begins to log the treatment. This allows them to be sensitive to property boundaries, locate noxious weed populations using GPS technology and measure the amount of chemical treatment dispensed.

PMG’s vegetation control services help manage and eradicate weed populations with technology-driven field work, data collection, detailed mapping and reporting. Integrated GPS spray technology records specific weed species, location and density of infestation.

PRICING / COSTS / FEES
