3. EVALUATION FACTORS FOR AWARD (SECTION M)

Selection Process

A three-phase selection process will be used to select the most qualified fabricator:

Phase 1 – Submission of Specialized Experience and Technical Competence, Past Performance Phase 2 – Submission of Technical Solution, Work Management and Teaming Plan, Price Phase 3 – Interview

Selection Criteria

The evaluation and selection will be based on the following criteria:

Factor 1 - Overall Technical Approach Subfactor 1a - Specialized Experience and Technical Competence (Phase 1) Subfactor 1b - Technical Solution (Phase 2) Subfactor 1c - Work Management and Teaming (Phase 2) Factor 2 - Past Performance (Phase 1) Factor 3 - Price (Phase 2)

Ratings from Phase 1 evaluations regarding Subfactor 1a and Factor 2 will be carried forward to Phases 2 and 3 and incorporated into overall ratings. Overall, all evaluation factors other than price, when combined, are approximately equal in importance to price.

Subfactor 1a - Specialized Experience and Technical Competence: Offerors must demonstrate specialized experience and technical competence in types of projects and/or work products, such as, but not limited to, gates, fences, custom art, decorative metal work, bronze metal work, and decorative glass work.

Offerors shall provide a minimum of three (3) and a maximum of five (5) projects completed within the last ten (10) years demonstrating their experience in the types of projects and products as described in the requirements. Offerors shall show specialized experience of the proposed team in provision of the services noted in the preceding paragraph. Project descriptions and photos are limited to five (5) total pages per project and must be submitted on the provided form (Attachment 2 - Experience Project Data Form). A minimum of three (3), 5” x 7” photos must be provided for each project. Photos will count toward the total page count. At least two (2) of the projects must demonstrate working with an independent artist. Past projects involving working on projects identified as historic on local, state, or national registers may be considered favorably. Past projects involving a combination of bronze and glass elements may be considered favorably.

Subfactor 1b –Technical Solution: Provide the proposed fabrication methodology to construct the gate, hinges, locking, and mounting mechanisms. Other elements of the fabrication and installation may be provided as needed to support the proposed technical solutions. All elements of Attachment 1 – Requirements Description must be addressed.

Subfactor 1c – Work Management and Teaming: Offerors shall provide their proposed management plan. The plan should describe the proposed work management approach for working with the artist, quality control processes and procedures, cost and schedule control, and coordination of in-house craftsmen and subcontractors (if relevant). Note that no discussions between the fabricators, artist, client agencies, or community representatives shall be considered as a change to the contract unless incorporated by the contracting officer through a modification.

Factor 2 – Past Performance: Past performance with respect to executing an artist’s vision, cost control, quality of work, and compliance with performance schedules. Offerors shall demonstrate a history of customer satisfaction with the Offeror's quality of work, cost control and scheduling. The narrative should describe the firm’s approach for maintaining success with customer satisfaction with the Offeror's quality of work, cost control and scheduling, and should include a summary of past performance ratings for projects identified in Subfactor 1a. This summary of past performance must be substantiated by presentation of a Supplier Performance Evaluation Form (Attachment 3) completed by the customer, including contract numbers and contact information for each reference.

Customer excerpts or quotes from prior evaluations for the purposes of substantiating the narrative are not desired.

Other information provided by the firm, customer inquiries, Government databases, and other information available to the Government including information from the points of contact provided by the offeror may be considered.

Offerors will be evaluated for a performance confidence rating based on past performance with Federal Government agencies and private industry in terms of work quality, innovation, compliance with schedules, cost control, overall safety record, and stakeholder/customer satisfaction.

Failure to provide requested data, accessible points of contact, or valid phone numbers may result in a firm being considered less qualified; however, a lack of past performance history will result in a neutral rating. NOTE: Past performance information involving the types of projects described in Subfactor 1a may be considered more favorably than less relevant projects.

Factor 3 – Price: Offerors must submit a price proposal, separate from the technical package, with a cost breakout traceable to the requirements and technical proposal. If contracting financing (incremental payments prior to work completion, either based passage of time or event milestones) is desired, an invoicing schedule must be provided as part of the cost volume. Note that the technical volume will be reviewed by non-Government advisors under coverage of a Non-Disclosure Agreement. Non-Government advisors will not have access to pricing details.
