Fabrication of Artistic Gates for the New ABMC Interpretive Center
74330224R0034
Honolulu Memorial, Honolulu, Oahu, Hawai’i
74330224R0034 Attachment 1 – Requirements Description: ABMC Honolulu Memorial Artwork Fabrication
Project Description
The American Battle Monuments Commission (ABMC) project team would like to collaborate with a well-qualified fabricator to work with the artist to complete the vision for two operable, decorative sets of gates for the new ABMC Honolulu Memorial Interpretive Center. A pair of gates will be installed at each of the two entrances to the new interpretive center. See Appendix
(1) for the conceptual drawings of these gates by Hawaii-based artist Cory Taum. The gates are envisioned to be made of bronze with cast glass inserts.
Project Location
Gate fabrication will occur at the fabricator’s workshop. Installation will occur at the Honolulu Memorial, National Memorial Cemetery of the Pacific, Pūowaina, Honolulu, Hawaiʻi (the “Punchbowl”).
Background
The American Battle Monuments Commission (ABMC, or “the Government”) has sought to interpret the meaning of its memorials throughout the world. Within the past 15 years, it has successfully enhanced visitors’ understanding of its facilities, opening ten visitor centers, most notably in Normandy, Cambridge, the Netherlands, and Sicily-Rome.
The Honolulu Memorial was completed in 1960 by the architecture firm of Weihe, Frick & Kruse, with local architect Theodore Vierra. It is an iconic work of art and architecture in Honolulu, within a crater that houses the National Cemetery of the Pacific. New construction at this site is historically sensitive as the site is listed in the National Register of Historic Places (NRHP 76002276). The building and gate designs will be reviewed under Section 106 of the National Historic Preservation Act, and have been approved by the U.S. Commission of Fine Arts (CFA). See Appendix (2) for the CFA Artwork Presentation Package.
The addition of the Interpretive Center to the Memorial is currently in design and public artwork was included in the project directives. The building and art must have the same quality of “art in architecture” as the original Memorial building. See Appendix (3) for photos of the existing bronze gates at the Memorial.
Performance Requirements
The gates are envisioned to be brown patina bronze with cast glass inserts, similar in quality and durability to the existing gates. Hawaiʻi has a tropical marine climate, which calls for care of bronze and careful consideration of how the gates are manufactured. The gates will be held securely open while the Interpretive Center is open and locked shut when the center is closed.
The selected manufacturer shall work with the artist to ensure the mechanisms do not detract from the artwork.
General Requirements
The service of a fabricator is required to work with ABMC and the selected artist to further develop and fabricate the artwork to serve as operational gates at the new Interpretive Center entrances. Design development of the gates will include (but is not limited to) integrating hinges, locking mechanisms, and handing of the gate while preserving the vision of this piece of art.
Upon fabrication, the fabricator will work with the selected General Contractor for the Interpretive Center project to deliver and install the gates at the jobsite at the Honolulu Memorial.
1. Meetings: Fabricator shall plan to have key design and fabrication personnel attend meetings as required to coordinate design fabrication and installation. These meeting will include the following at a minimum:
1.1. Kick-off with artist
1.2. Progress meetings
1.2.1. Bi-weekly progress meetings during design phase
1.2.2. Monthly progress meetings during fabrication phase
1.2.3. On-site quality inspection at 10% fabrication stage
1.2.4. On-site inspection prior to shipping of gate
1.3. Coordination for installation of gate onsite
2. Milestone Schedule: Within 14 calendar days after contract award, the fabricator shall prepare and submit to the Contracting Officer a Bar Chart schedule. The schedule must, as a minimum, show design periods, work activities, submittals, Government review periods, material/equipment delivery, on-site construction, and closeout activities. The Bar Chart must be time scaled and generated using an electronic spreadsheet program.
Government and fabricator on-site work activities must be driven by calendars that reflect Saturdays, Sundays, and all Federal Holidays as non-workdays, using a 5-day work week calendar.
Government review periods will be 14 calendar days after receipt of submittals or samples unless otherwise agreed upon.
3. Travel: The fabricator should plan for a minimum of two (2) site visits. One to field verify dimensions, and the second for the installation of the gate. Provide a breakdown of personnel and travel for each site visit. The fabricator is responsible for making all needed arrangements for their personnel. Proposed travel costs must be clearly broken out and itemized. Travel costs may be awarded on a separate, cost-reimbursable line item, and must be proposed in accordance with the current official standard government Travel Regulations.
4. Shipping: The fabricator is responsible for all shipping coordination and for costs of the gates and any other equipment needed for installation to the site. The shipping duration should be included in the milestone schedule. Shipping costs should be clearly indicated in the cost proposal. Note that FAR 52.247-64 Preference for Privately Owned U.S.-Flag Commercial Vessels will apply.
