About this file

This is a Notice of Intent to Award from the Oregon Department of Transportation (ODOT) for Real Property Management Services RFP #73000-00007263. ODOT has selected Commonstreet Consulting, LLC as the top-ranked firm for negotiations of a price agreement to provide personal services. The solicitation involved four evaluators who scored proposals and follow-up questions, with Commonstreet Consulting achieving a final cumulative score of 434 compared to EPIC Land Solutions' score of 421 and Stevens & Norris' score of 263. Projects will be assigned via Work Order Contract (WOC) assignment options as described in the price agreement's Exhibit I. The negotiation schedule establishes a timeline for completing the Scope of Work discussions, billing rate submissions, legal sufficiency review, and contract execution, with negotiations anticipated to be completed within the specified business day parameters depending on project complexity. The Notice of Intent to Award was issued on March 28, 2024, with a protest period deadline of April 3, 2024 at 3:00 p.m. for competing proposers. No work is authorized until the Price Agreement and subsequent WOCs are executed and the consultant receives written Notice to Proceed from the ODOT Project Manager.

Award submittal requirements include certificates of insurance, a list of subconsultants, a Responsibility Inquiry Form, business registry number, W-9 Form, and authorization for Direct Deposit via Automated Clearing House (ACH). The Responsibility Inquiry Form requires the selected firm to demonstrate financial capacity, years of relevant business experience, sufficient cash flow, absence of contract termination history, freedom from criminal charges related to public contracts, clean bankruptcy and tax records, proper licensing and authorization to do business in Oregon, and satisfactory performance on previous similar contracts. Wendy Elstun serves as the Price Agreement Administrator and primary contact regarding billing rates, amendment requests, and subcontractor approvals. The Price Agreement Administrator and assigned ODOT Project Managers will manage the ongoing administration of individual WOC assignments. If negotiations cannot be completed within the specified timeframe despite good faith efforts, ODOT reserves the right to terminate negotiations and begin discussions with the next highest-ranked firm.
