About this file

This amendment to a request for proposals modifies requirements for wastewater treatment systems to be installed at two US government compounds in South Sudan. The amendment decreases the required sizes for equalization tanks from a minimum of 5,000 gallons to no less than 5,000 gallons, and decreases the required sizes for sludge settling storage tanks from a minimum of 3,500 gallons to no less than 3,500 gallons based on manufacturer recommendations. It also provides responses to contractor questions, clarifying details such as the frequency of existing sludge removal, sizes of existing lift station wet wells, and confirming that schedules of values may be submitted in Excel format. The overall goal of the solicitation is to obtain designs and installation of two Membrane Aerated Biofilm Reactors to treat wastewater at the specified locations, with a contract award ceiling between $500,000 and $1,500,000 and a completion deadline of 270 days after notice to proceed.

1 Please share O&M manual data. O&M Manuals will be provided at time of award.

Please share an updated As-Built drawing if available. No as-built drawings exist.

There are site limitation spaces for new WWTP in the EC and RC area based on on-site visits. The area needed for each package includes a 20' container size for WWTP, 10K Gallon EQ tank, and 5K gallon sludge Holding tank. Please confirm the government can provide the required space.

There is adequate space on both RC and EC compounds to accommodate, however, it is the contractor's responsibility to investigate these conditions.

What is the frequency of existing WWTP sludge removal from the holding sludge tank? What is the size of the existing sludge holding tank?

The sludge is currently stored within the existing WWTP and is removed monthly. Holding tank size: RC - 14 cu m, EC - 7 cu m.

Manufacturer’s typical recommendation for 10,000 GPD MABR system considering influent criteria and meet effluent standards is 5,000 gallons EQ Tank and 3,500 gallons sludge holding tank (assuming sludge evacuation can be done once a month). Can we request to re-consider the RFP requirement based on-site situation and manufacturer considerations?

We concur with the proposed reduction of size of both sludge holding tanks and the RFP has been amended accordingly.

RFP is called existing EC WWTP as back up for new WWTP; however, concerning start-up and shutting down of backup system is so challenging and is not a feasible option. Bidder proposes to use the existing WWTP as an EQ tank and sludge holding tank in EC area.

We do not concur with your recommended approach and offeror is instructed to prepare its offer in accordance with the RFP requirements.

Any data to clarify wet well size of lift station is really helpful. Lift station wet wells in RC and EC are 3 cu m each.

Is there any lab equipment as part of the existing WWTP? What is the requirement of quality testing?

There is no laboratory equipment as part of the existing WWTP. Please refer to the RFP for any requirements for quality testing.

9 Any bypass for the lift station is considered? This question is not clear.

Please advise us what type of a pumps is used at the existing lift stations? Grinder pump? Open impeller pump? Etc. Xylem submersible impeller pumps

Is there any logbook (quality and quantity daily reports) available at the site? If yes, can we access the last three months' data? We need to add it in the technical proposal Phase II. There is no logbook or quality and quantity reports.

Part 2- Proposed Prices 2.2 Draft Schedule of Value: can we submit a Microsoft excel sheet for the schedule of value? This will guide us to provide accurate and easily understand data for the government. Schedule of Values in Excel Spreadsheet is acceptable.
