USAID/South Sudan Juba Compound Wastewater Treatment Plant AMENDMENT No. 001

The purpose of this Amendment No. 01 to RFP 72066822R00002 is to respond to questions and requests for clarification that were received on or before January 12, 2022. Please refer to Attachment A of this amendment.

All other terms and conditions in RFP No. 72066822R00002 remain the same.

[END OF AMENDMENT 01]

Attachment A

RFP 72066822R00002_Juba Compound Wastewater Treatment Plant Installation Project_AMD 01_Phase 1 Questions

NO. Question Response 1 The RFP stipulate a typical domestic strength influent that must be treated to USEPA Secondary Treatment standards, i.e. 30 mg/l for effluent BOD and TSS respectively. There are further references to nitrification. With that, what level of nitrification is required (effluent concentration for ammonia or TKN)?

The monthly average effluent quality should be within 10 mg/l for TN.

2 In Section 1.03.K of the RFP there is a mandatory specification requiring the system to be designed for denitrification and biological phosphorous removal.

Please provide information as to the preferred type of biological process desired to achieve the combination of both denitrification and biological phosphorous removal.

The preferred biological process is MABR to achieve the combination of both denitrification and biological phosphorous removal.

3 In additional, what effluent performance standards, i.e.

effluent limits are required for denitrification and phosphorous removal?

See question #1 for TN effluent limits. The effluent limit for phosporous is 80% biological phosphorus removal.

4 There is a reference in Section 1.03.G indicating that the system must be designed for oil removal. Please confirm that oil is known to be present in the existing wastewater collection system. If present, what type of oil removal system is required and what type of waste oil storage equipment or facility is required? Also, please provide information as to the type of oil (domestic FOG-----cooking fats, oils, grease) or petroleum based oils (lubrication oils or fuels). If FOG is present, please provide measured concentrations for FOG constituents.

Oil is known to be present in the wastewater collection system. The type of oil removal system is to be specified by the design-build contractor. The FOG should range from 60 mg/l to 100 mg/lfrom residential/kitchen/bathroom/laundry sources. Measured concentrations for FOG constituents are not available.

RFP 72066822R00002_Juba Compound Wastewater Treatment Plant Installation Project_AMD 01_Phase 1 Questions

5 There are references in the specification indicating that treated effluent can be used for site irrigation. If so, does the 30 mg/l effluent standard for effluent BOD and TSS still apply for site irrigation purposes? If not, is there a more stringent effluent standard that must be met and if so, what are those effluent requirements?

Yes

6 What are the effluent disinfection standards that must be met for this project?

There is no Most Probable Number (MPN) requirement for this project.

7 Given the proposed use of chlorine disinfection, is there a chlorine residual concentration that must be met in the effluent? Please provide minimum and maximum chlorine levels?

The residual chlorine should be at least 1 mg/l after a contact time of 30 minutes at average design flow. There is no maximum.

8 What is the locally available electrical power (in volts, phase, and hertz)?

220 v, 3 phase, 50 hertz Electrical power within the Embassy compounds are generated by internal power plants.

9 The specified influent and the 30/30 effluent requirements (BOD and TSS respectively) are typical for domestic wastewaters such as this project. The ability to achieve compliance with the specified 30/30 BOD & TSS effluent standard is reasonably straight forward.

Furthermore, the solicitation is specifying a fixed film process function as reflected in the use of an MABR equipment process. Instead, the use of a conventional MBBR (Moving Bed BioReactor) treatment process can easily achieve the desired effluent performance WITHOUT the electro-mechanical complexity and cost of the specified MABR process. Is the government willing to accept proposals for a Moving Bed BioReactor equipment process in lieu of a MABR equipment process?

No, only MABR Waste Water Treatment technology is being considered for this project

RFP 72066822R00002_Juba Compound Wastewater Treatment Plant Installation Project_AMD 01_Phase 1 Questions

10 It appears the solicitation is simultaneously desiring to implement an IFAS based treatment system that can achieve the 30 mg/l effluent BOD and TSS requirement, which is the ultimate required goal for the treatment system. In that regard, a packaged MBBR or other conventional IFAS systems would easily comply with the effluent performance requirement. Are other conventional IFAS systems to be considered in the proposals?
