Part I. Amendments to the solicitation:

Part II. Questions and Answers:

1. Are the vehicles Armored or Soft Skin?

USAID Answer:

Softskin, however armored vehicles are a possibility in the future.

2. Is it possible to provide the annual mileage of the vehicles?

USAID Answer:

The annual mileage will vary depending on the situation on the ground. USAID currently has six vehicles that are operating full time from 6 AM till 10 PM shifts 7 days a week in support of the Ebola response efforts. This contract is intended to remain flexible by increasing or decreasing workload related to USAID needs.

3. Is there any current spare parts “stock” available?

USAID Answer:

There is a limited quantity of spare parts, however offerors must use a plug figure of $100,000 for spare parts purchases for the five years duration of the contract.

4. Does USAID have an incumbent contractor providing these services, if so, please provide the duration of their contract?

USAID Answer:

USAID has a contractor who has been providing these services under successive contracts since 2011.

5. What is the current condition of the vehicles – Mission Capable or Non-Mission capable.

If the latter can you provide the details of issue?

USAID Answer:

All the current vehicles are in service and mission capable. New vehicles will be purchased by USAID when needed to replace older vehicles or increase the number of vehicles needed. Offerors must use a plug in figure of $100,000 for car maintenance during the five years period of the contract.

6. What type of vehicle borne radios is currently in use (if any)

USAID Answer:

USAID uses either Kenwood or Motorola Radios. Vehicle mounted radios will be provided by USAID as part of the vehicle purchase. Handheld radios are to be provided by the contractor as well as cell phones and any other forms of communications. Offerors must use a $50,000 plug in figure for the purpose of purchasing handheld radios and cell phones.

7. Is information regarding estimated annual USAID personnel movements per location available?

USAID Answer:

Average usage is constantly changing day by day depending on need on the ground.

Currently USAID has six Vehicles and also renting two additional short term vehicles on a month by month basis. Proposals should reflect flexibility for rapid response needs and also times of very slow activity under a cost plus fixed fee rate. Vehicles movement can be as low as zero trips per week or up to 100% utilization for 16 hour days, 7 days a week, such as the current ebola response demands.

8. Can USAID provide ATTACHMENT 5?

USAID Answer:

ATTACHMENT 5 is uploaded again as ATTACHMENT 5 Amendment 2

9. In order to provide a more competitive response to this RFP can and extension of 1 week be granted

USAID Answer:

The closing date is extended till January 28th.

10. DBA costs – should this be included in the “Fringe Benefits” section in the budget file?

As no separate line is included

USAID Answer:

Offerors may create cost line items other than what is provided in the budget template.

11. Section I.5. 52.229-8 TAXES – FOREIGN COST-REIMBURSEMENT CONTRACTS (MAR 1990), point A, refers to tax exemption agreement between US government and the government of DRC. Could you please provide specific references to such agreements for our further review and consideration?

USAID Answer:

USAID maintains a tax exemption agreement with the Government of DRC. Purchases made by the contractor will be tax exempt. USAID will be able to provide the tax exemption waiver to the contractor.

12. In the Budget template, between “Detailed Budget” tab and “Summary Budget” tab there us an inconsistency between the contract lines, e.g. “Summary Budget” tab has a separate line for Training and Equipment, whereas the “Detailed Budget” tab does not include those lines. Please clarify where the Training and Equipment costs should be captured in the “Detailed Budget” tab?

USAID Answer:

Please insert an additional line for Training and a line for Equipment into the detailed budget tab to align with the summary budget table in your submission. Offerors must use a $50,000 plug figure for this line item.

13. Ref. section B.5. INDIRECT COST; the solicitation requires the Indirect Rates of both the Prime contractor and any subcontractor whose subcontract value is 10% or more of the contract value. This information may not be available for subcontracts with small businesses without an approved accounting system, which would not be Cost type subcontracts. Will the prime offeror be considered non-compliant if we are unable to provide this information for non-Cost type subcontracts?

USAID Answer:

Indirect costs are required where available. If a NICRA is available, offerors must use the NICRA, otherwise a minimis indirect cost rate of 10% can be used. Also note that indirect costs are used only in cost type subcontracts.

14. Ref. section L.8. INSTRUCTIONS FOR THE PREPARATION OF THE TECHNICAL PROPOSAL, paragraph 1.c.iv: The solicitation requires that the non-small-business offeror document their history of using small business concerns and provide 3 small businesses that can be contacted for reference. However, most of the subcontracted effort for this contract, and any contract used for past performance evaluation, will be performed by non-US companies which do not register with the US Small Business Administration. In addition, there are no small business goals included with this solicitation. We would respectfully suggest that paragraph 1.c.iv should be removed.

USAID Answer:

Offerors who were using small business concerns can provide this information.

15. Ref. section H.6. DEFENSE BASE ACT INSURANCE: The rates schedule on page 34 appears to be outdated and does not tie to the period of performance of this contract. Can the government please provide current rates? Also, can the government please define the base unit(s) to which the rates are applied.

USAID Answer:

The rate provided in the table has remained consistent and current under Option 3. For any future rates and estimates, please contact AOM Risk Insurance Services provided in section B. Obtaining DBA Coverage.

16. Ref. section L.7. DELIVERY INSTRUCTIONS (page 73): The solicitation states "The proposal (both Volumes I & II) must be submitted in electronic format via email, using PDF and Microsoft Word for text submissions and Microsoft Excel for spreadsheet submissions (must be accessible by Microsoft Excel 2010)." Is the offeror required to provide both Microsoft Word and PDF versions of text submissions, or is the requirement for Word or PDF versions??

USAID Answer:

Please provide all Excel and Word versions as requested and also provide in a PDF version to ensure original text/values are not altered during the evaluation process.
