About this file

This document provides clarification to questions from offerors regarding Amendment 0003 to Request for Proposals (RFP) Number 72062422R00018 issued by the United States Agency for International Development (USAID) West Africa Regional Program. The RFP seeks proposals for a cost-plus-fixed-fee completion-type contract to provide technical assistance and implement USAID/West Africa's Strengthening Regional Peace and Stability in West Africa Program over a five-year period with an estimated total cost of $45-49.5 million. The amendment removes the requirement for a separate fixed fee schedule but clarifies that offerors must still propose a fixed fee and tie fee amounts to specified deliverables in Section F of the RFP. Offerors must also include estimated annual grant amounts in their proposals and explain the basis for such estimates, as the contractor will initiate a grants program in coordination with USAID after award.

No. Question Answer

The Amendment that states that “A fixed fee allocation plan should NOT be included as a separate, additional annex, or incorporated within the budget narrative. The RFP DOES NOT include a requirement for a Fixed Fee Schedule. The requirement for "the proposed plan for the Fixed Fee allocation to be outlined in Annex A of the Cost Proposal" has been removed from the RFP. All other terms and conditions of the RFP No.72062422R00018 remain unchanged.”

However, this amendment does not address the following language from Section L.8.3.11 of the RFP:

(b) The Budget must include the proposed total fixed fee amount and within the total fixed fee amount, the

Offeror must tie fee amounts to selected (not necessarily all) and appropriate deliverables under Section

F.

(c) The Offeror must propose a Fixed Fee that encompasses the following:

● Favors the achievement of more complex deliverables

● Reflects the progressive achievement of deliverables over the contract period of performance.

Can USAID please confirm that Offerors are not required to show fee amounts tied to select deliverables in the cost proposal?

Fixed-fee schedule and allocation plan have been removed from the RFP. However, this is a cost-plus-fixed-fee completion type contract and the successful offeror will be required to complete and deliver specified end products: deliverables in

Section F within the award estimated cost, as a condition for payment of the entire fixed fee.

Therefore, Section L.8.3.11 has been revised to reflect such, including removal of paragraphs (b) and (c) through this amendment.

Section L.8.3.7 of the amended RFP asks offerors to “break out total annual Grants Under Contract costs as a separate single line item within its Excel budgets. Offerors must create a single separate Excel tab

“Grants Under Contract” that breaks down total annual Grants Under Contract costs to allow the CO to determine the reasonableness and realism of the proposed costs. The budget narrative must provide details of all the Grants Under Contract costs.”

As the successful offeror will work with USAID to define a grants program which details the process for identifying, evaluating, vetting, awarding and monitoring grant activities; develop a participatory approach with stakeholders and countries to be determined; and submit a grants manual post-award, can USAID confirm that an estimated annual grants figure may be included in the proposal submission as the grantee selection process will be initiated after award and in coordination with USAID? Particularly given the demand-driven nature of the grants program, and that detailed cost information for individual grants will not be available until grants are competed during implementation.

Offerors must include estimated grant amounts in the proposal submission and explain in the budget narrative the basis for the estimates.
