About this file
This document provides answers to additional questions regarding a Regional Integration and Stronger Economies (RISE) Indefinite Delivery Indefinite Quantity (IDIQ) contract opportunity with the US Agency for International Development Kenya. USAID intends to award up to five IDIQ contracts to support regional integration across trade, agriculture, policy, resilience, finance and investment in East Africa. One contract may be set aside for small businesses. The maximum value of task orders across all contracts is capped, but not allocated between awardees. Consent to subcontract will be determined at the task order level. Eligible countries include those in East Africa. Offerors have flexibility to redistribute pages between technical proposal sections as long as overall page limits are met.

| Amendment 2- Questions and Answers |
| Request for Proposal (RFP) # 72062319R00003 |
USAID/Kenya and East Africa (USAID/KEA) Regional Integration and Stronger Economies (RISE) Indefinite Delivery Indefinite Quantity (IDIQ)
| Below are the responses to additional questions and responses that are incorporated into the solicitation through Amendment #2 |
| The RFP has NOT been amended in response to these comments and questions |
| If there is any inconsistency between this document and the amended RFP issued with Amendment #1, this document takes precedence |
| QUESTION | ANSWER | ||
| 1 | Teaming agreements are common agreements made between the prime contractor and subcontractors within an IDIQ consortium. Responses to questions 15, 19, 20 and 113 make reference to joint ventures as well as 1) teaming agreements, 2) partnerships and 3) official teaming arrangements. Is USAID using these terms synonymously? | Yes, these terms are synonymous | |
| 2 | Can USAID please confirm that offerors are to paste an image of the Excel matrix into the Word or PDF file of the proposal itself so that it takes no more than three pages in the proposal, and that offerors will also submit the Excel file. | Confirmed, Offerors may just provide the matrix in Excel. However, the Excel file may not exceed the 3-page limit | |
| 3 | USAID’s response to question 4 suggests that, as along as Offerors are within the 20-page limit for RISE and the 25-page limit for RAMS, offerors are free to assign page limits to sections. However, “not to exceed” page limit language remains in the amended RFP for each section of the RISE technical proposal. Can USAID please confirm that Offerors may redistribute page allocation between sections as long as Offerors adhere to the overall 20-page limit for RISE? | Confirmed, pages may be redistributed between sections as long as Offerors adhere to the 20-page limit and the section limits are not exceeded | |
| 4 | In reference to the response to question 35, could USAID elaborate on what non-cost factors will be used to determine best value? | Please see section M of the RFP | |
| 5 | Page 19, Section C.3 Objectives mentions the 5 technical areas: cross border trade and market systems, access and scaling up of technologies, regional resilience, regional policy environment and finance and investment. Page 100, Section L.7(ii) 2 corporate capability, (b) notes experience managing regional trade, agriculture, policy, resilience, finance and investment. Does USAID consider the bolded items to be synonymous? | No, these are related but not synonymous | |
| 6 | USAID states in its response to question 54 that the table in section B.6.2 had been updated. The table on page 13 of the amended RFP does not include any changes from the original RFP. Could USAID please confirm Table 2 in B.6.2 in the amended RFP is updated and correct? | Yes, it is correct, the initial table was replaced with a PDF version of the same | |
| 7 | Question 91 states “For TO1 budget, please confirm that bidders should not propose ceiling indirect rates.” USAID’s response refers to ceiling daily rates so can USAID please confirm that offerors are not expected to build their budget using ceiling daily rates but can use rates that reflect estimated salaries of the individuals they anticipate to hire in roles provided they do not exceed proposed ceiling daily rates. | Confirmed | |
| 8 | USAID’s response to question 15 states that consent to subcontract will be sought at the task order level. | ||
| a. Given that many prime contractors have developed a consortium for this IDIQ, does this mean USAID would like offerors to submit consent to subcontract for the same subcontractors on every task order? | Consent must be sought in accordance with FAR 44.201-1 | ||
| 8 | b. Additionally, page 105 of the amended RFP still states that Part 8 of the cost proposal should include consent to subcontract and that it will be granted with the award of the RISE IDIQ. This indicates that consent will be given at the IDIQ level rather than on a task order by task order basis. Can USAID please clarify this? | Please response to question 8a above | |
| 9 | Can USAID please clarify which countries RISE will target? | Please refer to the RFP, Section F.3 Place of Performance | |
| 10 | In regards to question 31 in Attachment J.6_Questions and Answer, can USAID confirm that since the Past Performance must be submitted in Excel format using the provided template, it must be submitted as a separate document, similar to how budget Excel spreadsheets are submitted? If so, must offerors make sure that it is printable to three pages in order to comply with the 20-page limit of the IDIQ technical proposal or is the past performance section now exempt from that page count? | Please see response to question 2 above | |
| 11 | If possible, please clarify the number of Awards USAID KEA intends to make under this IDIQ – is it to a single applicant, or multiple ? The language on page 1 of the RFP is unclear. |
“USAID anticipates awarding up to five (5) Multiple Award Indefinite Delivery, Indefinite Quantity (“IDIQ”) Contracts. USAID anticipates one (1) of the five (5) contracts may be “set aside” for award to small business concerns … The maximum aggregate dollar value of task orders awarded to all contractors cannot exceed this contract ceiling. This ceiling is not being subdivided among the number of awardees nor is it being multiplied by the number of awardees. There is no guarantee on the number of task orders that the successful contractors will receive or the amount of money beyond the minimum order guarantee set forth in the RFP.” As stated, USAID intends to issue multiple IDIQs
