About this file
This document provides additional questions and answers regarding Request for Proposals (RFP) number 72052724R00001 issued by the US Agency for International Development Peru. The RFP seeks proposals for a strategic messaging campaign to reduce xenophobia in Peru, with the goal of combating discriminatory attitudes in host communities and reducing xenophobia. The deadline for final proposal submissions was extended to December 5, 2023 at 11:59 PM in response to the additional questions. Eligible applicants must be local Peruvian entities, but international subcontractors are allowed so long as at least 50% of salary costs are for the prime contractor's direct employees. Both for-profit and non-profit organizations may apply. Clarification was provided around inclusion of taxes in cost proposals and eligibility of universities and unspecified potential subcontractors.

The following questions were received after publication of amendment no. 1 to the referenced RFP.
This document supersedes responses provided by electronic correspondence and not officially published on SAM.gov. It is to be regarded as the authority in the event of conflicts and/or discrepancies.
Offerors who have already submitted their proposals may choose to resubmit should the answers provided herein provide them with a significantly different understanding of the RFP.
To afford offerors who want to reevaluate and resubmit their packages, the deadlines for final submissions is hereby changed from 11:59 PM today, Monday December 4, 2023 to 11:59 PM tomorrow Tuesday December 5, 2023.
Question 1: "There are more than 1.5 million Venezuelan migrants residing in Peru, representing one of the largest displacement crises in the world today. Xenophobia in Peru against migrants is on the rise due to recent changes in the political and economic environment, increased competition over limited resources (including food, jobs, and social services), and public frustration with the prolonged nature of the crisis."
The document states that "xenophobia" "is on the rise" but it doesn't provide information on how that statement is measured or verified. Should it be assumed that such a statement has scientific grounds?
Answer 1: The statement is based on the result of surveys/studies, including ENPOVE II, UNHCR (2023), CIES (2023), and others.
Question 2: The document states that "xenophobia" "is on the rise due to" several factors but it doesn't provide scientific reports that prove that those factors contribute to rising xenophobia. Should it be assumed that such a correlation has scientific grounds?
Answer 2: USAID is simply positing that xenophobia cannot be attributed solely to a single factor. The statement is based on the result of surveys/studies, including ENPOVE II, UNHCR (2023), CIES, and others.
Question 3: Page 9: "Objective 4: Combat xenophobia by reducing discriminatory attitudes in host communities ". The document assumes that "reducing discriminatory attitudes in host communities" is a way to "combat xenophobia" but it doesn't show scientific reports that prove the correlation or how the subject is researched. Should it be assumed that such a correlation has scientific grounds?
Answer 3: See Answer to question 2.
Question 4: SF-33, Punto 13. Según CFR 52.232-8 Discounts for Prompt Payment.
Answer 4: Si, se puede considerar. Pueden colocar un porcentaje de descuento. Los criterios son de ustedes. Deberian explicar como llegaron a esos porcentajes en la parte narrativa del cost proposal. Por favor notar que esta respuesta es diferente de la previa comunicada por correo electrónico.
Question 5: Section K, K11. Signature.
Question 6: We are currently working on our application for RFP No. 72052724R00001 and have a query regarding the requirement that the implementing firm must be the one submitting the proposal. As a university, we have experience in providing consultations to companies and public entities, and we have successfully managed funds from various donors. Given our diverse experience, are we eligible to apply as a firm?
Answer 6: Yes, you are. You must be a local entity. Please refer to answers no 1 and 5 from Amendment No.1 published on November 9, 2023.
Question 6: Our organization is considering partnering with [redacted name] as a sub-contractor for certain components of the proposed project. Before finalizing our application, we wanted to ensure that [redacted name] is eligible to serve in this capacity and if there are any specific steps or requirements we need to adhere to in this regard. Additionally, we would appreciate clarification on the following points:
Local Entity Requirement for Subcontractors: Are proposed subcontractors required to be local entities, or does USAID allow for international organizations to serve in this capacity?
Answer 6: No, there is no requirement for all subcontractors to be local. But at least 50 percent of the cost of all salaries must be for direct employees of the prime. See Provision: H.1 LIMITATION ON SUBCONTRACTING TO NON-LOCAL ENTITIES (May 2012)
Question 7: Requirements for Nontraditional Subcontractors: [redacted name], has identified potential subcontractors, such as [redacted name], that may not have previously received a USAID contract.
However, these organizations have received direct funding from other USG agencies, such as BHA, through grants/agreements. Could you please provide guidance on the specific requirements for nontraditional subcontractors in such cases?
We understand the importance of compliance and want to ensure that our application aligns with USAID's policies and guidelines. If there are any additional documents or procedures we need to follow in this process, please do let us know.
Answer 7:
All prime recipients must be registered in SAM or must have started the registration process prior to the submission of a proposal (see Amendment No. 1).
Subcontractors proposed only require a unique entity identifier. The Prime may seek compliance with the unique entity identifier after award of a contract. The prime may not be able to formalize future relationships with subrecipients not equipped with a UEI.
Additionally, subcontractors are not limited to local entities. Only the 'Prime' must be a local entity.
Question 8: Regarding our question during the last virtual conference and the Modification 0001 for RFP
- 72052724R00001, in Question 19. ¿La propuesta económica incluirá los impuestos o IGV?, USAID answer is “…Si la institución ganadora es con fines de lucro, la USAID recuperará el IGV en su lugar.” But is not clear if USAID will return the money to the Project. Kindly clarify.
Answer 8: USAID will not return funds to the project. We recommend you present a cost proposal that encompasses all the costs you plan to incur to attain the objectives of the project. More comprehensive guidance will be provided after the contract is signed with the winning contractor.
The revised Q&A states that you should include taxes in a separate line than the grand total.
