Solicitation No. 72049219R00001 Amendment 2 USAID/Philippines DELIVER Activity
This amendment is to respond to clarifications received regarding Amendment 1 of the DELIVER
RFP.
1. Questions 32 and 33. USAID’s response to question 32 indicates that the Gant chart for the entire project cycle should be included in Attachment B, while Section L.5.(C).4 – Performance Work Statement, bullet #2 on page 121 of the revised RFP states that the Gantt Chart for the entire project cycle and the illustrative first year workplan should be included in the body of the PWS. Further, USAID’s response to question 33 states that the Gantt Chart presents broadly the overall implementation plan for the entire project
Please confirm the following:
• Offerors should include an illustrative first year workplan in a form of a Gantt chart in the body of the PWS;
• As clarified in Question and response #32, Offerors should also include an implementation plan for the entire project cycle in a form of a Gantt chart in Attachment B; and
• Offerors are not required to include a Gantt chart for the entire project cycle in the body of the PWS.
USAID: Discussions on the offeror’s proposed technical approach and implementation plan, including the Gantt chart, and the illustrative first year plan are required as part of the Performance Work Statement and will be counted against the 40-page limit. An Implementation Plan for the entire project cycle with draft detailed first year plan including a Gantt Chart should be included in Attachment B.
2. Questions 37 and 41. USAID’s response to question 37 states that USAID will consider the submission of an STTA matrix summarizing short- term personnel qualifications in place of resumes of proposed short-term personnel, but it does not clarify if the STTA matrix can replace the requirement for short-term personnel resumes. Further, Section L.5.(C).7 – Attachments on page 127 of the revised RFP states that resumes of proposed short-term personnel must be submitted as part of Attachment G.
Please clarify if Offerors should submit an STTA matrix in place of short-term personnel resumes and that short-term personnel resumes are not required.
USAID: USAID’s requirement is for Offerors to submit résumés of proposed long and short-term personnel. However, in the case where numerous short-term personnel will be proposed, USAID will consider the submission of an STTA matrix summarizing the proposed short-term personnel qualifications as part of Attachment G.
3. Questions 53 and 59. USAID’s response to question 53 states that Offerors must submit three completed past performance short forms for the prime and major subcontractors as attachments. The response to question 59 states that three past performance references for the prime, and three past performance references for each proposed subcontractor are required.
Further, Section L.5(C).6 – Contractor Past Performance on page 126 of the revised RFP states that the Offeror must provide performance information for itself and each major subcontractor.
Solicitation No. 72049219R00001 Amendment 2 USAID/Philippines DELIVER Activity
Please clarify the following:
• Are Offerors required to submit past performance short forms with references for major subcontractors or each proposed subcontractor?
• Are Offerors required to submit three past performance short forms with references for the prime and all subcontractors combined, or three past performance short forms with references for the prime, and then three additional references for each subcontractor.
• With regards to the requirement to submit a Past Performance Information Sheet using Attachment J.4 as a template, are we expected to provide Past Performance Information Sheets for the same projects that are included in the Past Performance Matrix?
USAID: The Offerors must provide three (3) completed past performance short forms for the Prime corresponding to most relevant contracts/order for efforts similar in scope, magnitude, and complexity to the requirements of the Statement of Objectives (SOO), and three (3) completed past performance short forms for each proposed major subcontractors and include them as Attachment I to the technical proposal. Also include in Attachment I a Past Performance Matrix that lists the contact names, job titles, email addresses, phone numbers and mailing addresses of each of the contracts identified above.
