About this file
This is Amendment No. 0003 to RFP No. 72030625R00001 for USAID/Afghanistan's Monitoring, Evaluation, Collaboration, and Learning Activity (MECLA), issued on January 31, 2025. The amendment announces an immediate suspension of the procurement process, stating that USAID/Afghanistan will not accept or discuss any proposals in response to this RFP due to President Trump's Executive Order on Reevaluating U.S. Foreign Aid and DEIA Activities.
The amendment effectively halts the procurement process for what was originally planned as a 5-year Cost-Plus-Fixed-Fee contract valued between $30-40 million. The document indicates that a future amendment will announce whether the procurement process will resume or be canceled entirely. The original RFP had set proposal submission deadlines for January 31, 2025, which are now suspended.
