1. Regarding USAID's answer to Question 25 and revised Section L.7.4.d Performance in Using Small Business (SB) Concerns (Page 140): Could USAID kindly confirm that the narrative summary of our organization’s use of small business concerns over the past three years, as well as the requested eSRS reports, contact information for three small businesses used and corresponding scopes of work, should be included in Annex F in PDF and Word format? This would be in addition to the requested excel matrix of PPRs, which is also part of Annex F.

USAID Response: Yes, the narrative summary, eSRS reports, small business contact information, and corresponding scopes of work should be included in Annex F in PDF and/or Word formats, along with the Excel matrix of PPRs.

2. Can USAID confirm that the reference in Q&A #24 to small business information to be provided within the two-page limit for each PPR pertains only to small business utilization on the respective contract for which the PPR is provided?

USAID Response: Yes, the small business information referenced in Q&A #24 pertains only to the small business utilization on the respective contract for which the PPR is provided and must remain within the two-page limit for each PPR.

3. Since L.7.4(d)(3) lays out requirements for information regarding the use of small business concerns over the past three years that is not limited to how Offerors used small business concerns on the contracts for which PPRs are being submitted, can USAID confirm that this information can be provided as a “narrative summary” in Annex F separately from the project PPRs in the J.3 spreadsheet used for PPRs. Much of the information required by L.7.4(d)(3) may not be pertinent to the contracts presented in the J.3 spreadsheet, such as Mentor Protégé Partnerships separate from the PPR contracts, PPR contracts that do not include small business subcontracting plans, other similar SB incentive programs, eSRS reports submitted for contracts other than those included in the PPRs, etc.
