Amendment No. Five (5) issuance Date: July 19, 2023 Solicitation Issuance Date: June 10, 2023 Proposal Due Date: July 30, 2023 CLOSING TIME: 16:00 local Tel Aviv Time

Subject: Amendment No. Five (5) to Request for Proposals (RFP) No. 72029423R00006

ATTENTION PROSPECTIVE OFFERERS:

The purpose of this amendment is to remove the SAM registration requirement at the point of proposal submission. As a result the following changes are made to the subject RFP:

I. L.7 INSTRUCTIONS FOR THE PREPARATION OF THE TECHNICAL PROPOSAL

Under part B. “CONTENT OF TECHNICAL PROPOSAL – VOLUME I – SPECIFIC

INSTRUCTIONS”, section I. Cover Page, delete the ‘SAM Registration Confirmation’ requirement for submission.

II. L.8 INSTRUCTIONS FOR THE PREPARATION OF THE BUSINESS PROPOSAL

Delete “Part 3 - Representations, Certifications, and Other Statements of Offerors” delete the following in its entirety and insert the following in lieu thereof:

“Part 3 - Representations, Certifications, and Other Statements of Offerors

1. The Offeror must complete Section K, "Representations, Certifications, and Other Statements of Offerors. The Offeror must provide a signed and dated Section K.

2. Response to Eligibility Requirements in accordance with the instructions provided under Section L.7.B.V of the RFP

The submission of these items in accordance with these instructions must, if the

Government accepts the offer, contractually bind the Government and the successful

Offeror to the terms and conditions of the prospective contract (i.e., sections A through

K). The Government advises prospective Offerors to read the terms and conditions of the prospective contract carefully and to refer any questions of interpretation to the

Contracting Officer in writing.

The Government must process late submissions of offers in accordance with FAR 15.208 and FAR 52.215-1. If an offer is received late and is not eligible for consideration in accordance with FAR 15.208 and FAR 52.215-1, then the Government must reject that offer without evaluation.”

All other terms and conditions of this RFP remain unchanged.

This RFTOP does not obligate USAID to make an award nor does it commit USAID to pay for any costs incurred in the preparation and/or submission of proposals. All other terms and conditions of this RFTOP remain unchanged. This RFP and subsequent amendments can be viewed and downloaded from www.sam.gov. USAID bears no responsibility for data errors resulting from transmission or conversion processes. USAID advises to regularly check the above website for amendments.
