ATTACHMENT J.2 STATEMENT OF OBJECTIVES FOR TASK ORDER 1
Management Task Order No.1
I. Purpose
The purpose of this Task Order (TO) is to manage the Community Support Program (CSP) by adopting procedures that achieve optimal results. This Management TO number 1 will provide general management, administrative, and monitoring support services to implement activities under Components One, Two, and Three of the CSP IDIQ TOs described in Section C of the RFP No. 72026818R00001 and summarized as follows:
Management TO No.1 for overall CSP management (this action);
Technical TO No. 2 for implementation of activities under CSP Components One and
Two;
Other TOs for implementation of more activities under Components One and Two;
TO(s) for implementation of CSP Component Three.
CSP Component Three -Technical Assistance Support: One or more TO(s) will be issued when a sufficient number of partner municipalities and/or civil society organizations have been identified to make a capacity building program practicable and effective. Coordination with other implementing USAID partners including the capacity building and quality assurance contractors is required by the IDIQ awarded contractor.
II. Statement of Objectives The Offeror is requested to propose a management approach that can best increase operational efficiencies, capture opportunities, promote synergies and engagement, provide flexibility and adaptability, and ensure quality performance.
The contractor will be responsible for the provision of overall management, administrative, monitoring, and quality control aspects of the CSP activities under Components One, Two, and Three. These services include but are not restricted to finance, procurement, property control, human resources, information technology, records and data verification, turnkey construction management, security, monitoring/evaluation/learning, reporting, communication and outreach, scheduling and coordination (among technical TOs, donors, GOL, USAID partners and activities), and regulatory and policy compliance. The Offerors may include other management aspects they consider appropriate and necessary to maximize overall results as well as other systems needed to comply with the terms and conditions of this TO and all other TOs under the
CSP IDIQ.
Given the fluidity of the political, social, economic context in vulnerable and underserved areas, the Offeror’s approach will allow USAID to respond promptly to emerging needs and direct resources to priority underserved and vulnerable host community areas as the situation requires.
The proposed management approach will enable necessary modifications to original plans as well as the scale-up or close-out of activities, in consultation with USAID, to incorporate potential changes in Lebanon’s dynamic development environment. Additionally, the contractor will manage simultaneously multiple and complex community development activities entailing a high

USAID/Lebanon Attachment J.2 number of grants and subcontracts including construction contracting and manage different stakeholders and implementers in a coordinated and synchronized manner.
