ATTACHMENT J.4 STATEMENT OF OBJECTIVES FOR TASK ORDER 2
I. Purpose
The purpose of this Task Order (TO) is to implement a set of community development activities for a defined period of time specified below under Components One and Two of the Community Support Program (CSP) Indefinite Delivery Indefinite Quantity (IDIQ) contract to meet priority needs in vulnerable and needy communities located primarily in the North, South, and Bekaa regions of Lebanon.
II. Statement of Objectives
USAID requires Offerors to propose a technical approach that best achieves the following:
1. Develop Methodology to Identify, Prioritize, and Implement Activities
The Offeror will propose a methodology to rapidly identify, prioritize, and implement activities for CSP funding that will assist communities to provide improved and expanded basic services and increase economic opportunities. The methodology must provide the Offeror’s approach, which includes but is not limited to the following:
a. The methodology must reflect processes to best achieve results under Components One and Two including, but not restricted to, summaries of prioritized and short-listed activities, with selection criteria designed to address key CSP objectives.
b. The methodology must facilitate coordination with assistance provided by other USAID-funded projects, as appropriate. The Offeror will also take into consideration the programs of other donors and host government in order to promote complementarity when possible and to eliminate possible redundancies. The methodology must also build on previous USAID or other donor support when applicable.
c. The methodology must allow for flexibility and quick responses to communal needs to respond to the dynamic development environment, unforeseen contingencies, and Mission directions. It must also reflect streamlined processes to facilitate quick USAID approval of the community development activities.
The contractor will utilize the accepted approach in implementing Components One and Two throughout the duration of the IDIQ, subject to revision as required by circumstances.
2. Implementation of Community Development Activities
The Offeror will use its proposed methodology to implement and complete impactful and sustainable community activities subject to USAID approval. No later than four months after the TO is awarded, the contractor will complete the Priority Community Activities report described in Section F.3.2 and will commence immediate implementation of the activities that are

Attachment J.4 approved by USAID. The contractor will continue to present additional sets of activities for approval and subsequent implementation throughout the duration of the contract in order to enable the fastest possible achievement of CSP objectives.
In addition, immediately following award, USAID will direct the contractor to promptly start implementing activities in up to ten pre-identified communities. The list of the pre-identified communities is not included in this solicitation in order to prevent Offerors from contacting the community stakeholders and creating expectations at the community level. The expected completion of activities in these communities will be no later than 18 months after the TO is awarded.
III. Performance Standards
The proposed methodology and activities will lead to the achievement of the following minimum number of performance standards for which the Offeror will propose the maximum achievable targets by the end of the TO:
- Essential services provided, installed, and/or upgraded
- People with access to adequate levels of essential services
- Jobs impacted as a result of USG assistance
- People with increased skills as a result of USG support
- Community assets contributed (cost share, leveraging) in the community development activities
- Municipalities supported by USG with improved public services as perceived by community opinion leaders
The Offeror may propose additional results and targets to achieve CSP objectives.
The Offeror will provide rationale for targets in their proposed Performance Monitoring, Evaluation, and Learning (PMEL) under the Management Task Order No.1.
