About this file
This document is an amendment to Request for Proposals (RFP) No. 72011524R00002 for the Green Economy Activity. The amendment addresses two additional questions and answers.
The first question asks whether the contract type discussion should be included in the cost proposal only, rather than the technical approach, to ensure the technical evaluation is based solely on technical merit. The answer confirms that the contract type should be part of the cost proposal only.
The second question seeks clarification on how the agency will compare Cost-Plus-Fixed-Fee (CPFF) and cost-no-fee proposals during the price analysis. The answer explains that the FAR 15.401 definition of "price" is relevant, and that the agency seeks to procure the best technical solution with a fair and reasonable price, regardless of the proposed contract type.

Amendment 03 to RFP No. 72011524R00002
Questions & Answers
ADDITIONAL QUESTION 1: Could USAID please confirm that the contract type discussion should be included in the cost proposal only, instead of the technical approach, to ensure that the technical evaluation outlined in Section M2 is made strictly on the basis of technical merit?
ANSWER: Yes, it should be part of the cost proposal only.
ADDITIONAL QUESTION 2: Section M.2 also states: “If no competitive range is established, OAA will conduct a price analysis as defined in FAR 15.404-1 to first determine the highest rated Offeror’s price is fair and reasonable. The price analysis will at minimum include a comparison of proposed prices, if multiple proposals are received in response to the solicitation.” Could USAID please clarify how CPFF and cost-no-fee cost proposals will be compared against one another?
ANSWER: The word "comparison" in the language quoted from the RFP refers to proposed prices, not proposed contract types. The FAR 15.401 definition of price is relevant: "cost plus any fee or profit applicable to the contract type". If the offeror chooses a Cost-No-Fee contract type, Price is computed accordingly.
USAID seeks to procure the best technical solution with a fair and reasonable price and realistic cost. A budget that includes a fee can be fair and reasonable, and a budget that does not include a fee can be considered fair and reasonable.
