Amendment 02 to RFP No. 72011524R00002
Clarification to the Answer to the Question #8
QUESTION 8. B.6 PAYMENT OF FEE - (a) This is a Cost-Plus Fixed Fee (CPFF) contract. The total amount of fee, if any, that can be earned has been set at the time of award and does not vary with actual cost.
Cost Reimbursement with no fee will also be considered. Can USAID review and clarify the language in Section B.6(a) of the RFP that states “This is a Cost-Plus Fixed Fee Contract” but also includes the statement that “Cost reimbursement with no fee will also be considered”. Kindly review/clarify or remove the latter statement.
ANSWER: Delete “This is a Cost Plus Fixed Fee (CPFF) contract.” at B.6.(a).
USAID anticipates the award of a Cost Plus Fixed Fee (CPFF) award, however, offerors are free to propose other types of awards, including Cost-No-Fee awards. Since contract type can significantly impact technical performance, offerors that wish to discuss contract type can do so when explaining their technical approach.
