ATTACHMENT A - QUESTIONS AND RESPONSES
# Questions USAID Response 1 Section - Attachment J.6 - Budget Template; Page 190/197
The heading of the 2nd table indicates, “Please list the personnel proposed, their job title, current annual salary, and proposed starting salary.” The first column of the table is titled “Person/Name.” Can USAID kindly confirm that listing the name is only required for named positions, such as the three Key Personnel that must be named, or any other non-key personnel positions for which the offeror will name candidates?
Please see Attachment C, revising the table to exclude names and current salaries. Please ensure, however, that referenced positions in the technical proposal match referenced positions in the cost proposal.
2 Section - H.7 and L.10(c); Page 67 and 146 The RFP, section H.7 indicates that “If, during contract performance, the contractor proposes salary or wages for a new individual(s) that exceeds 3% ceiling of the individual’s current salary or wage or the highest rate of annual salary or wage received during any full year of the immediately preceding three (3) years, the Cognizant Contracting Officer’s approval is required.” Does that mean that offerors are bound by a 3% salary escalation? And does that apply to US, TCN, and local staff?
Also, how does that align with what RFP lists in section H (sic L),10 (c), where it indicates “If annual salary increases are proposed, the Offeror must articulate and provide its corporate policies and basis for any proposed annual salary increase”? Does the offeror have the flexibility to use salary escalation higher than 3% if that is within the offeror’s policies and procedures?
Please see the above amendment to Section H.7. Should the successful contractor seek to increase salary at a rate above 3% for US and TCN or 5% for local staff, advance written approval from the Contracting Officer is required.
3 In response to questions regarding Section H.7(a)(1), USAID responded that Offerors need to “ensure compliance with the [salary history] limitation described under item (a)(1) of H.7”. As USAID/Washington along with previous USAID Administrators have issued guidance to
Please see response to Question 2, removing the referenced Section H.7(a)(1).
discontinue requesting salary history for reasons of pay equity and instead require the use of the new Biodata (1420) form, which does not require current or previous salary/rates to be listed, could USAID either please remove this requirement or clarify how the successful offeror would comply with this requirement while using the new biodata form?
Should USAID remove the salary history requirement, kindly confirm that offerors may delete the column entitled “Current Annual Salary” on the LOE tab of the Budget Template in Attachment J.6.
4 RFP Section L.8.3 states that Attachment J.5 client reference forms (for projects without a CPAR on file) should be sent directly to USAID.
Amendment 1, Answer 50 appears to state that a copy of the completed reference form should be submitted with the Offeror’s Past Performance Information under Phase 2. In order to preserve the confidentiality of performance feedback between the client and USAID, please confirm that as long as the client contact information is placed in the Past Performance Matrix (to connect the project with the Offeror’s response under this procurement), Offerors should NOT submit the completed Attachment J.5 from the client as part of their Phase 2 Past Performance submission.
Confirmed. Offerors should instruct referees to send the Past Performance Reference Form (Attachment J.5) directly to USAID, as described in the instructions thereto.
5 Will USAID permit a sealed bid from a subcontractor? Fixed price subcontracts can be proposed. The cost proposal should include sufficient details to allow reasonableness analysis of any proposed fixed price contracts.
Should a subcontractor seek to submit its cost proposal under separate cover, this is acceptable, however subcontractors should be aware that if USAID enters into discussions, any request for revised cost proposals related to the subcontract will be submitted to the prime (not the subcontractor) and will include an explanation of the issues that must be addressed.
6 Does USAID/Armenia have a revised LCP to share for 2023? No, the LCP for Armenia dated 06/20/2021 is in use. See Attachment B.
7 Top of page L-11: the budget tables must be submitted in both PDF as well as MS Excel and Question 2 in Amendment 0001 confirms fixt size for tables to be not less than 10. If all of the detail budget tabs from the Excel budget workbook were to be produced in PDF within the page and font size restrictions it will result more than 50 pages of budget pages.
Will USAID kindly confirm if the entire Excel workbook is required to be produced in the PDF page and font sizes? or perhaps the just the budget Summary tabs in PDF as the Excel workbook is the official budget submission?
Please see the following reference from L.10 INSTRUCTIONS FOR THE PREPARATION OF THE COST/BUSINESS PROPOSAL of the RFP on page L- 10.
“While there is no page limitation for the cost/business proposal, the Offeror is encouraged to be as concise as possible while providing necessary detail to address the solicitation requirements.”
8 In Amendment 1 of the RFP, USAID’s answer to question 18 instructs offerors to add a Task Manager with the requirements “a CCN senior level project manager – 200 days total” to Section L (g) on page L-17.
Can USAID confirm that the total days authorized for work under IDIQ “Supplemental Technical Assistance” increases to 2650 with the addition of the Task Manager?
Confirmed.
9 In Amendment 1 of the RFP, USAID confirms in the answer to question 22 that the plug figure for GUCs is $8 million inclusive of fixed fee. Can USAID clarify whether the plug figure also includes indirect costs and grants management costs?
Yes, the plug figure for GUCs at $8 million must include all associated costs and the fixed fee.
10 In response to Q#53 of Amendment 1 USAID stated, “see answer to Question #22 above.” We reviewed the answer to Question #22 and did not find an answer to the second part of Q#53. Would USAID please confirm that the reserved amount ($8M) is inclusive of grants management? If not, could USAID please confirm which CLIN is envisioned to support the resources to solicit, evaluate, and monitor the grants program?
Please see response to Question 9.
11 The Cost template does not have a row for fee under CLIN 4. Based on the response to Q#22 of Amendment 1, would USAID please confirm that offerors can charge fee on grants?
Please see response to Question 9.
12 Page C-10, Section C.5.5. Contract Deliverables states: “Number of entities that received USG assistance aimed at improved policies, Confirmed.
actions, processes” Would USAID confirm that these include government entities such as line ministries and well as entities with some level of government involvement (whether financial or through its board)?
13 Page C-11, Section C.5.6. Adaptive Management & Monitoring and Evaluation states “At a minimum, the Contractor must plan on collecting data for the following Indicators…Score on Bertelsmann Stiftung’s Transformation Index (BTI)”. a) Would USAID please confirm that its expectation for the Contractor in terms of data collection would be limited to collecting and reporting the published BTI scores for the four sub-indices (organization of the market and competition, economic performance, steering capability, and resource efficiency)? b) Given that this is an external index, would USAID please confirm whether the intent is to use the periodic data from the index, or should Offerors be expected to budget for BTI experts to collect this data?
The contractor must ensure the availability of the indicator data for the activity, through collection of published data or in case of non-availability, collect the data on its own.
14 Given the responses to Q #23 and Q#10 under Amendments 1 and 2, would USAID please confirm the Cost/Business Proposal contains the following components in the following order: Part 1 – Standard Form (SF) 33, Part 2 – Section B, Part 3 – Proposed Costs, Part 4 – Subcontractor Information, Part 5 – SAM and UEI Requirements, Part 6
– Evidence of Responsibility, Part 7 – Portions of Section K not Available Online, Part 8 – LOE, and Part 9 - Branding and Marking Plan?
Confirmed.
15 In response to Q#57 of Amendment 1 USAID stated, “Please see answer to questions #44, 45, and 48 above.” However, in response to Q#70 of Amendment 1 USAID states “Proposed subcontractors must meet the 20% budget threshold to be considered as major subcontractors.”
Would USAID please confirm that the definition of a major subcontractor still includes “or a prominent part of the technical effort” to be inclusive of USAID’s push towards localization?
Confirmed.
