Amendment #0002; Solicitation # 72011123R00001 USAID Economic Foundations for a Resilient Armenia
ATTACHMENT A - QUESTIONS AND ANSWERS
# Questions USAID Response 1 Section L.10 (cost instructions) defines a Major Subcontractor as “Any subcontract that individually totals more than 20% of the Offeror’s total proposed cost…”; Section L.7 (Phase One cape statement instructions) (“…expected to perform at least 20% *or a prominent part of the technical effort*…”). Please confirm that the definition in L.7 applies.
Please see the answer to question #70 included in ATTACHMENT A - QUESTIONS AND ANSWERS to Amendment 0001.
2 Section B.5 shows $8M as the amount for the grants under contracts portion. Section H.4.e states “The amount of such grants shall not exceed … $7.625 million in total … unless an exception is provided in writing by the Contracting Officer (and further approved by the Mission Director).”
Section L.10.c (PDF p148) gives a plug figure of $400,000 for GUCs. Can USAID please confirm what the total Grants under Contract amount is? ?
Please see the answers to questions #16 and #22 included in ATTACHMENT A - QUESTIONS AND ANSWERS to Amendment 0001.
3 Please confirm that paper size, font, and font size requirements do not apply to the Past Performance Matrix.
Please see the answer to question #2 included in ATTACHMENT A - QUESTIONS AND ANSWERS to Amendment 0001.
4 Section L.8.3 (RFP PDF page 142) states “The referee must submit the completed questionnaire directly to USAID/Armenia by the past performance due date specified on the Past Performance Reference Form.”
Please clarify how a referee’s failure to return the past performance questionnaire by the due date would affect the evaluation of the Offeror’s proposal.
Offerors should contact their referees prior to including them as a reference in the proposal and make sure that referees are available and willing to submit the completed questionnaire as required.
5 With respect to Section L.8.2, Past Performance Matrix, we note the 100-word limits mentioned under Items 2 and 3. Please confirm that the limit under item 2 (“Description of the performance to include”) applies only to the *first bullet* therein (“Scope of work or complexity/diversity of tasks”).
Please see the answer to question #65 included in ATTACHMENT A - QUESTIONS AND ANSWERS to Amendment 0001.
6 Please confirm that Offerors are able to use their own budget template (in place of the provided Attachment J.6), as long as it complies with the content required in L.10.
Please see the answer to question #70 included in ATTACHMENT A - QUESTIONS AND ANSWERS to Amendment 0001.
7 The CLINS included in Attachment J.6 differ from the ones provided in Section B.3 and include additional lines. Can USAID please confirm Offers should follow guidance in Section B.3?
Please see the answer to question #4 included in ATTACHMENT A - QUESTIONS AND ANSWERS to Amendment 0001.
8 If Offerors are able to use their own budget templates that comply with the content in L.10, can USAID confirm if page 4 on Attachment J.6, entitled “Budget Summary cost sheet: Subcontracts Dollar Costs” is required?
Yes.
9 The final page of Attachment J.6: Budget Summary Cost Sheet: Level of Effort" requires "List of the personnel proposed, their job title, current annual salary and proposed starting salary". Can USAID clarify which CLINS this table is meant for? and if it is intended for all prime and subcontractor long term and short term LOE?
Yes, it is for all prime and subcontractor long term and short term LOE for CLINS 0001; 0002 and 0003
10 (h) Part 8 - “Portions of Section K not Available Online”, seems to go from Section K instructions to LOE requirements of the IDIQ CLIN. Can USAID confirm if there was any misnumberings or omissions here?
There is a misnumbering. (h) Part 8 – Portions of Section K not Available Online should be followed by (i) Part 9 - for LOE and (j) for Part 10 – Branding and Marking Plan.
11 In the cost instructions, Section L.10, Part 8 (PDF p152), requires listing the labor categories to be provided under the IDIQ. The technical areas in the list provided *do* match those listed in the labor category table in Section B.5. However, the qualifications in the list *do not* match those listed in the minimum qualifications table in Section B.5. [For example, Section L.10 lists “an expatriate mid-level Legal and Regulatory Advisor (minimum qualifications of 5 years working in public sector with a bachelor’s degree)”, while Section B.5’s requirements for Mid-Level require 8 years of experience for someone with a BS/BA.] Can USAID confirm offers should follow the qualifications in Section B.5?
Yes, please follow the qualification requirement listed in Section B.5.
12 Since Offers will be submitted electronically, please confirm that electronic signatures are acceptable – including in situations where the RFP specifies an “original signature,” such as the SF 33 required in the Cost/Business volume.
Please see the answer to question #72 included in ATTACHMENT A - QUESTIONS AND ANSWERS to Amendment 0001.
13 Standard Form LLL (Disclosure of Lobbying Activities) is provided as RFP Attachment J.3. However, it is not referred to in Section L.10 (instructions for preparation of the Cost/Business volume). Please clarify in which Part of their Cost/Business volume Offerors should submit SF-LLL.
Please see the answer to question #5 included in ATTACHMENT A - QUESTIONS AND ANSWERS to Amendment 0001.
14 The instructions for preparation of the cost/business proposal (Section L.10, PDF p145) specify A4-size paper. Please confirm that Offerors may use US Letter-size paper for their cost submissions.
Please see the answer to question #2 included in ATTACHMENT A - QUESTIONS AND ANSWERS to Amendment 0001.
15 Section L.10 requires budget tables also be submitted in PDF, please confirm that these budget sheets may use legal size page? and may use a font other than 10-pt Times New Roman, provided that the information is legible.
Please see the answer to question #2 included in ATTACHMENT A - QUESTIONS AND ANSWERS to Amendment 0001.
16 With regard to the Cost/Business volume instructions in Section L.10, please confirm that only the budget narrative(s) must be submitted in Microsoft Word.
The budget narrative should be submitted in PDF format as part of the
COST/BUSINESS PROPOSAL.
17 Section L.10(e) (Part 5 of the Cost/Business volume instructions, PDF p151) requests “(d) The information requested above in Parts (3), (4), (5) and (6) for each subcontractor.” Please confirm if subcontractor information regarding proposed costs (Part 3), (Part 4), and (Part 6) are instead placed here instead of those locations and so are not repeated/re-submitted in both places?
Subcontractor’s costs should be presented as per (Part 3), (Part 4), and (Part
6) using the same structure as for the prime offeror.
18 Section L.10 instructions for major subcontracting requirements are largely based on assumed CPFF type subcontracts. In order to allow offerors flexibility in their technical solutions could USAID confirm that alternate subcontracting arrangements are allowed for regarding major subcontractors and accordingly could USAID adjust RFP subcontract requirements to allow for potential alternate subcontract types of major partners.
Please see the answers to questions #21 and 54 included in ATTACHMENT A - QUESTIONS AND ANSWERS to Amendment 0001.
