Questions and Answers

1. We are a small business with our main branch office registered in Turkey. We have a US branch but it does not have much financial history given that most business has to date been run through foreign offices. We also lack a NICRA. Considering our status, can you answer the following questions about our eligibility and how we should bid:

● Can a foreign entity apply for this tender?

USAID response: Yes, this procurement will be conducted under full and open competition procedures.

All Offerors are invited to submit a proposal in accordance with the requirements of the RFP and

Amendment No. 01.

● Can we submit foreign audited statements in lieu of a NICRA (assuming those statements have been conducted in accordance with GAAS)?

USAID response: Please see Section L.11 of the RFP and Amendment No. 01 for the required documentation in the absence of a NICRA.

2. If in the case that a foreign entity cannot bid, can we bid with our US branch but include our foreign financial statements given that our foreign branch has a far longer track record than our US branch?

USAID response: Please see response to question # 1.

3. Can we include CVs for additional non-key staff in the bid who would be mentioned as part of our staffing and management plan?

USAID response: A resume must be submitted for each key personnel position. Please see Section. L.8 to

L.10 of the RFP and Amendment No. 01 for the requirements.

4. Can we contact USAID to check that our references (for Past Performance) have been received or will bidders be alerted about receipt of references in any way?

USAID response: USAID will only respond to referees to confirm receipt of references. The Offerors must follow up with the referees directly. USAID will contact the Offeror in case of any questions.

Offerors should read the entire solicitation, which includes all pertinent technical sections and the terms, conditions, and instructions required for submitting a proposal.

All terms and conditions of the RFP and Amendment No. 01 remain unchanged and in full force and effect.
