About this file
This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition for Commercial Products and Services at or Below the Simplified Acquisition Threshold (SAT), executed under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12. The Coast Guard is justifying a single-source procurement of seventy-five (75) Steerer Joysticks, Part Number HM1973, National Stock Number 2030-01-468-5974, for the 47-foot Motor Lifeboat (47'MLB). The justification type selected is "Brand Name - Items Peculiar to One Manufacturer," establishing that the specific brand name, product, or feature is essential to the Government's requirements and that market research indicates other companies' similar products do not meet or cannot be modified to meet the agency's needs.
The suggested source is Allied Defense Industries, located at 210 Commerce Circle, Kearneysville, WV 25430, with Unique Entity Identifier ESM9CL75DQG8. The rationale for the single-source justification is that technical data necessary to assess equal or alternate equipment meeting the Coast Guard's performance, fit, form, and function requirements is unavailable. The parts support currently installed components on the 47'MLB, and manufacturing without proper Original Equipment Manufacturer (OEM) parts and access to OEM reproduction manufacturing drawings, specifications, tolerances, parameters, and test procedures could lead to major mission degradation. The Contracting Officer employed market research, comparison of proposed price with prices found reasonable on previous purchases, and comparison with similar items in a related industry to establish fair and reasonable pricing. The document was signed by the Technical and Requirements Point of Contact on August 27, 2026, and by Contracting Officer Bryan Anthony Duffey on November 4, 2026.
