About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services at or below the Simplified Acquisition Threshold (SAT), submitted under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1. The Coast Guard seeks to procure forty (40) each SEAT BOTTOM units (Part Number SW-01309; NSN 2090-01-F15-4282) for 26' TANB assets from the sole suggested source, Professional Components Ltd., located at 2074 Henry Avenue West, Sidney, BC V8L 5Y1, Canada (UEI: HZGQH5BMDGL9). The estimated total contract value falls above the micro-purchase threshold but remains at or below the SAT.
The justification is based on a Brand Name restriction under FAR 12.102(a), as the particular technical data and manufacturing specifications required to assess equivalent or alternate equipment are unavailable. These seat bottoms are original equipment manufactured by Professional Components Ltd., and any replacement units must conform to this brand specification. The Coast Guard determined that attempting to manufacture these items without proper manufacturing drawings, specifications, tolerances, parameters, and test procedures could result in major mission degradation due to their criticality to proper asset operation. The contracting officer conducted fair and reasonable price determination through market research, comparison of proposed prices with prices found reasonable on previous purchases, and comparison with similar items in related industries. The justification was signed by Technical POC Steven A. Bolen on September 9, 2026, and by Contracting Officer Bryan Anthony Duffey on November 4, 2026.
