About this file

This is a Questions and Answers document from a federal contract opportunity addressing drydocking procedures and lifting requirements for the Hammer vessel.

The document clarifies two critical technical requirements for drydocking operations. First, the minimum certified lift capacity required for drydocking the Hammer must be 125% of the stated weight specified in the Statement of Work (SOW), incorporating the necessary safety factor. Second, contractors may use alternative lifting methods, such as a crane equipped with a spreader bar and belly straps positioned fore and aft, provided the lift meets specific compliance standards. The lift must comply with SFLC Standard Specifications 0000 and 8634, demonstrate capability to safely lift the tender/barge, adhere to lifting locations outlined in applicable drawings, and possess current certification from a Coast Guard Engineer/Inspector. When utilizing alternative lifting methods, contractors are required to submit engineering calculations and a detailed lift plan with their proposal.

Text version

Question: What would be the minimum certified lift capacity acceptable for drydocking the Hammer with the safety factor considered?

Answer: The minimum required lift capacity is 125% of the stated weight in the SOW.

Question: Would drydocking the crane barge using a crane with ample capacity to safely perform the lift using a spreader bar and belly straps fore and aft be acceptable? If the process is considered acceptable, engineering calculations and lift plan will be provided with the contractor’s proposal.

Answer: If the lift complies with SFLC Standard Spec 0000 and 8634, is capable of safely lifting the tender/barge, complies with the lifting locations outlined in the applicable drawings, and has a current certification by a Coast Guard Engineer/Inspector, the KTR may use a lift.
