13. Quote Submission Instructions. Quotes shall be limited per the instructions outlined below.

Technical Capability Volume (Vol. 1). In this volume, the offeror shall:

a. Demonstrate its ability to perform all requirements in accordance with the Statement of

Work (SOW).

For formatting details, the volume shall be:

b. Readable in Adobe Portable Document Format (PDF) or Microsoft Word 2007.

c. Limited to five (5) single-spaced pages.

Price Volume (Vol. 2). In this volume, the offeror shall:

a. Provide complete pricing for laundry services per section 4.0 of the SOW using the Excel spreadsheet attached to this RFQ as (RFQ Attachment 2), “Pricing Spreadsheet”, which contains the full CLIN structure. Use of any other pricing spreadsheet risks immediate rejection of the quote by the Contracting Officer.

b. Provide any pricing details (e.g., details on discounts, how pricing was established, etc.), if the offeror so chooses. The offeror may do so in a document readable in Adobe PDF or in Microsoft Word 2007 and written in 12 point Times New Roman font with no page limit and attached to this volume of the offeror’s quote.

In addition:

c. There is no page limit for the Excel spreadsheet or the Word document.

d. The pricing volume shall not contain any technical information (i.e., do not attempt to extend your technical volume content to the price volume).

e. The offeror is encouraged to provide discounted pricing to USCG as opposed to the offeror’s standard commercial pricing. A description of any discounts may be provided in the aforementioned Microsoft Word document regarding pricing details.

f. General discounts shall be included by the offeror in its Excel pricing sheet.

g. However, conditional discounts shall NOT be included in the Excel pricing sheet and will

NOT be part of the Total Evaluated Price (TEP). Such specific discounts may be described in the Word document of the price volume and will be considered only if in the

Government’s best interest.

14. Evaluation. The Government reserves the right to award without discussions. The following evaluation factors will be utilized in determining the quote for award on a LPTA basis in descending order of importance:

Factor 1: Technical Capability

Factor 2: Price

Request for Quote (RFQ) #70Z0G820QPPF03200 Issued 25 NOV 2019

First, the Government will evaluate the lowest-priced quote and will then evaluate that quote for technical acceptability. If the lowest price quote is found to be reasonable and complete (and the technical capability and responsibility determination is acceptable) then the award will be made to this offeror. No other offerors will be evaluated. Second, should the lowest-priced quote have a technical rating of

“Unacceptable” the Government will evaluate the next lowest-priced offeror’s technical capability. Third, this process will continue until the lowest-priced technically acceptable quote is found or all quotes are determined unacceptable.

15. A Evaluation – Technical Capability. The Government will evaluate the lowest-priced offeror’s

Technical Volume to determine understanding of and adherence to all of the requirements outlined in the

SOW.

An evaluation rating of technically “Acceptable” or “Unacceptable” will be assigned upon completion of the technical quote’s evaluation. If an offeror receives a technical rating of “Unacceptable”, it will not be considered for award.

Factor 1 - Technical Capability Ratings

Rating Definition

Acceptable Quote meets or exceeds the solicitation requirements

Unacceptable Quote does not meet all solicitation requirements

15. B Evaluation – Price. The Government will evaluate the total price in attachment 2.

USCG will evaluate Volume 2 to determine whether the prices are fair and reasonable and adhere to the

RFQ instructions. Evaluation of pricing will be based on the Total Evaluated Price (TEP). TEP is determined by the offeror’s total quantity price of all CLINs; it is calculated by combining the total price for the base period CLINs inclusive of the three option period CLINs.

RFQ Attachment 2 – Pricing Spreadsheet shall be used by the offeror and will reflect the TEP.
