Price Volume (Vol. 2). In this volume, the offeror shall provide a completed quote pricing spreadsheet in Microsoft Excel (RFQ Attachment 2).
The Vendor shall provide complete pricing for locksmith services per the PWS using (RFQ

Vendors may quote substituted labor categories provided that the qualifications meet or exceed that of Locksmith. Any changes to the labor categories shall be addressed in the technical quote.
a. Provide any pricing details (e.g., details on discounts, how pricing was established, etc.), if the offeror so chooses.
b. The offeror is encouraged to provide discounted pricing to USCG as opposed to the vendor’s standard commercial pricing. A description of any discounts may be provided in the additional notes section of Attachment 2.
c. However, conditional discounts shall NOT be included in the Excel pricing sheet and will NOT be part of the Total Evaluated Price (TEP). Such specific discounts may be described in the additional notes section of Attachment 2 and will be considered only if in the Government’s best interest.
Please round all Contract Line Item Number (CLIN) values to two (2) digits to the right of the decimal point. Any CLINs with more than two (2) digits to the right of the decimal place will be truncated. For example, whether the CLIN value is $1.159 or $1.151, the CLIN value on the contract will be $1.15.
16. Evaluation. The Government reserves the right to award without discussions. The following evaluation factors will be utilized in determining the quote for award on a LPTA basis in descending order of importance:
Factor 1: Technical Capability
Factor 2: Price
First, the Government will evaluate the lowest-priced quote and will then evaluate that quote for technical acceptability. If the lowest price quote is found to be reasonable and complete (and the technical capability and responsibility determination is acceptable) then the award will be made to this offeror. No other offerors will be evaluated. Second, should the lowest-priced quote have a technical rating of “Unacceptable” the Government will evaluate the next lowest-priced offeror’s technical capability. Third, this process will continue until the lowest-priced technically acceptable quote is found or all quotes are determined unacceptable.
16.A Evaluation – Technical Capability. The Government will evaluate the lowest-priced
Vendor’s Technical Volume to determine understanding of and adherence to all of the requirements outlined in the PWS including the specific focus areas listed in paragraph 14.
Vendors that merely state compliance with the PWS requirements may be rated as
“Unacceptable”. Vendors that re-state the PWS in a fashion that does not clearly demonstrate the
Vendor’s approach to successfully completing the requirements may be rated as “Unacceptable”.
Request for Quote (RFQ) #70Z0G819QPWA06700 Issued 01 MAY 2019
An evaluation rating of technically “Acceptable” or “Unacceptable” will be assigned upon completion of the technical quote’s evaluation. If a Vendor receives a technical rating of
“Unacceptable”, it will not be considered for award.
The following table shows the possible ratings for technical capability.
Factor 1 - Technical Capability Ratings
Rating Definition
Acceptable Quote meets or exceeds the solicitation requirements
Unacceptable Quote does not meet all solicitation requirements
16.B Evaluation – Price. The Government will evaluate the total price in attachment 2.
The Government will evaluate the total price for the base period inclusive of all option periods.
Once this Total Evaluated Price (TEP) is calculated for all Vendors, each Vendor’s TEP will be compared against the other Vendors and the Independent Government Cost Estimate (IGCE) for price reasonableness. The Government will evaluate the Vendor’s price for realism, if the TEP is determined to be so low as unrealistic.
