About this file

This document contains two pre-approval letters from Clean Earth disposal facilities for amended sediment generated from dredging operations at the New London City Pier in New London, Connecticut.

Clean Earth of Philadelphia, LLC (CEP) issued a pre-approval letter dated September 4, 2025, to Ms. Kristin Foldes of Clean Earth Dredging Technologies, LLC. The approval authorizes the facility to accept and process amended sediment from the dredging project. Approval numbers must be provided when scheduling shipments, and sample names must be included on all manifests. The pre-approval is contingent upon material being accurately represented according to waste profiles, analysis, site diagrams, site history, and sampling plans provided to CEP. Should material be found non-conforming based on facility permit requirements, CEP will contact the contractor to discuss options. Processing will be performed under PADEP Solid Waste Permit No. 301220. Contact: Alieya Crawford, Compliance Approvals Manager, 215-428-1700 or acrawford@cleanearthinc.com.

Clean Earth of New Castle, LLC (CENC) issued a separate pre-approval letter dated September 3, 2025, to the same recipient for the identical project. This facility also provided pre-approval for amended sediment from the dredging site, with final approval contingent on completion of sampling and analytical protocol in accordance with CENC's permit and reuse requirements. Processing will be performed under CENC's Resource Recovery Permit. Contact: Max Levenberg, Compliance Approvals Specialist, 302-427-6633 x1806.
