About this file
This is Standard Form 30 Amendment 0004 to Invitation for Bid (IFB) 70Z0G126BSLIS0SL1, issued by the USCG Civil Engineering Unit Providence on June 30, 2026. The amendment provides responses to Request for Information (RFI) questions and clarifies requirements for major maintenance and repair work at Montauk Springs Housing, USCG Sector Long Island Sound, East Hampton, New York (PSN 12675124). The bid submission deadline remains July 9, 2026 at 2:00 PM local time in Warwick, Rhode Island.
The amendment addresses three RFI questions. Response 68 clarifies that only the contractor physically performing septic system work—not the prime contractor—must appear on both the Town of East Hampton Approved Direct-Pay Vendor List and the Suffolk County SIP Approved Installer list, and must hold a Suffolk County Liquid Waste License with I/A OWTS endorsement. These conditions must be satisfied prior to construction start with evidence provided as a pre-construction submittal. Response 69 confirms that contractors will be paid in full for completed septic work regardless of grant timing, with grant recovery providing the Government's benefit through deductive modification, placing no collection risk or payment contingency on the contractor. Response 70 confirms that bids must be physically mailed or hand-delivered to the Warwick office; email, facsimile, telephonic, and telegraphic submissions will not be accepted. All other terms and conditions remain unchanged, and no additional questions will be accepted.

Request for Information (RFI) Questions and Responses:
Question (Q) 68: The septic installer must appear on BOTH the Town of East Hampton Approved Direct-Pay Vendor List and the Suffolk County SIP Approved Installer list, and hold a Suffolk County Liquid Waste License with the I/A OWTS endorsement. Please confirm whether only the septic subcontractor/installer must be listed, or whether [the Prime Contractor] must also register, and confirm the listing must be in place at award (not bid).
Response (R) 68: Action (CLARIFICATION): The contractor that physically performs the septic system work must appear on the Town of East Hampton Approved Direct-Pay Vendor List and the Suffolk County SIP Approved Installer list, and hold a Suffolk County Liquid Waste License with the I/A OWTS endorsement. These conditions must be satisfied prior to start of construction at properties where the work specified will be executed. Provide evidence of the same as a pre-construction submittal. This requirement does not apply to the Prime Contractor.

Q69: SSRP funds “may be secured prior to or following septic system replacement,” and any outstanding balance is then paid directly by the USCG. Please confirm that the Contractor is paid in full for completed septic work regardless of grant timing — i.e., grant recovery is the Government’s benefit via deductive modification and does not place collection risk or a payment contingency on the Contractor.
R69: Action (CLARIFICATION): The contractor will be paid in full for completed septic work regardless of grant timing. Regarding all grant and rebate applications and administrative requirements, time is of the essence, and the contractor shall exercise due diligence, and submit information as required to satisfy grant or rebate program requirements to mitigate delays in grant or rebate processing.

Q70: I realize that the deadline for questions was June 18th, but our organization would like clarity on the submission process - can you confirm that we must submit a hard copy of the proposal to your Warwick office by July 9th, and NOT by email? I do see item 5 on the Invitation to Bid cover page
Continuation Sheet Page 3 addresses this, but just wanted to confirm, as we rarely see a requirement for hard copy submissions anymore. Greatly appreciate any information you can provide.
R70: Confirm. In accordance with the Cover Sheet of the IFB. Item No. 5, states in bold letters “Email, telegraphic, telephonic, or facsimile bids will not be accepted.” The only method left is to physically mail the bid to the address identified in Box 8 “Address Offer To” on Page 1 of SF 1442 in the IFB by 2:00PM LOCAL TIME, WARWICK, RI of the bid opening due date. Or you may hand delivered the physical bid to our office if you preferred. Please be aware that if your bid does not arrive on time or is not mailed to our office, your bid will be considered as unresponsive and will be rejected.
