About this file
This is Amendment 0007 to a federal construction solicitation (70Z0G126BCGA0003NP) issued by the USCG Civil Engineering Unit Providence on March 12, 2026. The amendment extends the bid opening date to Thursday, March 19, 2026 at 2:00 p.m. EST and provides answers to 56 contractor questions regarding project specifications, requirements, and deliverables. The project involves Boiler Plant Major Repairs (Project #21590583) in New London and includes construction work such as demolition, wall repairs, waterproofing, flooring, HVAC equipment installation, plumbing modifications, fire protection systems, painting, and hardware installation. The amendment clarifies that pest control is not required unless pests are found on site; FSC wood products are required for specified door fabrication; building construction wage rates (not heavy civil rates) apply; no liquidated damages clause applies, though actual damages may be charged for contractor delay; and new equipment does not require integration into existing Siemens BAS controls. The period of performance is modified to commence from Notice to Proceed rather than a fixed June 1, 2026 start date, with completion required by June 1, 2027. FAR Clause 52.211-13 is removed from the solicitation. Offerors must acknowledge receipt of this amendment prior to the bid opening and may attend the public bid opening in person at USCG Civil Engineering Unit, 475 Kilvert Street, Suite 100, Warwick, RI 02886.
