About this file
This document is an Amendment (Amendment 0002) to Solicitation No. 70Z0G125BSSNE0114 for the US Coast Guard's Aid to Navigation (ATON) repair and demolition project in the Nantucket Sound. The amendment addresses multiple vendor questions regarding dredging volumes, environmental controls, material disposal, permits, and bid pricing for ten ATON assets, with nine sites included in the base bid and one optional site (Broadway Daybeacon 3-Rock Socket). Key clarifications include confirming that the contractor's base bid should include material removal at Collier Ledge and Southwest Rocks to a depth of -7' MLLW, and that all necessary permits are contained in Appendices A-E of the Revised Specification.
The amendment updates the Invitation for Bid (IFB) Section B to modify the LLNR for the Cape Cod Canal Eastern Range Front Light and add Broadway Daybeacon 3 to the base bid. It also extends the response due date to June 25, 2025 by 2:00 pm local time in Warwick, RI. The base bid covers structural repair and demolition of nine ATON assets, with an optional bid item for rock socket work at Broadway Daybeacon 3. The project is set aside for small businesses, with an estimated value between $1,000,000 and $5,000,000, and a base performance period of 240 calendar days from the Notice to Proceed.

Question 1: On Plan Sheets CD201H and CD201I, “Dredge Volume” is listed as Base Bid and Bid Option volumes of materials to be dredged at Collier Ledge and Southwest Rock Daybeacon. However, the solicitation’s bid sheet only consists of two items: A lump sum base bid for all work covered under the base scope of work for (9) ATON sites, and one optional lump sum bid item for the work associated with the Broadway Daybeacon-Rock Socket 3.

Amendment 0002 June 10, 2025
What volume of material is the Contractor expected to dredge and dispose of as part of the lump sum base bid, or will the bid sheet be updated to reflect a unit price base bid line item plus unit price optional line item for dredging and disposal of these volumes of material.
Answer 1: The contractor's base bid should include the removal of material at both Collier ledge and Southwest Rocks to a depth of -7' MLLW. The solicitations bid sheet is accurate.
Question 2: On Plan Sheets CD201H and CD201I, Dredge Notes 1, 3, and 5 reference applicable Federal, State, and Local regulations and permits. Please provide copies of all permits the USCG has obtained for performing work under this contract, including any special conditions contained in said permits.
Answer 2: All permits have been approved and are contained in Appendices A - E of the Revised Specification, PSN 18632375, which is provided as a separate file to this amendment.
Question 3: On Plan Sheets CD201H and CD201I, Dredge Note 3 states that ENVIRONMENTAL CONTROLS SHALL INCLUDE BUT NOT BE LIMITED TO TURBIDITY. Please clarify what is meant by this note.
Answer 3: This note is meant to direct the contractor to the environmental controls and regulations that may be stipulated in each permit or approval, in addition to controlling of turbidity in the water column during demolition and construction.
Question 4: No geotechnical data appears to have been provided for the material to be dredged at the Collier Ledge site or at the Southwest Rock site. Please provide details regarding the character and chemical composition of materials expected to be removed and disposed of. Proper Material characterication is a necessity for determining the appropriate means and methods for disposal and developing a responsible, responsive bid for this scope of work.
Answer 4: The material to be removed from Colliers Ledge and Southwest Rocks is stone riprap ranging in size from 1' to 4' in diameter.
Question 5: Has the USCG worked with the USACE to obtain approval for disposal of clean dredged materials at any offshore disposal site.
Answer 5: As is noted on the drawings Sheets CD201H and CD201I, the contractor is responsible for the method of dredging and disposal of materials. This is intended to include coordination with regulatory agencies.
Question 6: Note 3 on plan sheet S-201 A references a bid option unit price per rock socket, however on the bid sheet, the only optional bid item is for the work associated with the Broadway Daybeacon-Rock Socket 3. Which is a single, optional lump sum bid item. Please clarify.
Answer 6: The language used on sheet S-201A specifies "..per rock socket" intentionally, as the design of the structure is reliant on 30' of pile embedment. Should any individual pile not reach the necessary embedment depth, a rock socket may be used to reach the necessary structural pile capacity. For the flexibility of the government to award a rock socket foundation for any number of piles, but not necessarily all of the piles, the contractor should be directed to submit a unit price for the installation of rock sockets.
Question 7: Plan Sheet CD201H calls for 9,300 CY of dredging at Collier Ledge to be priced as a Bid Option, however Section B of the Invitation for Bid (IFB) does not list a Bid Option for this work. Please clarify.
June 10, 2025
Answer 7: The contractor's base bid should include the removal of material at both Collier ledge and Southwest Rocks to a depth of -7' MLLW. The solicitations bid sheet is accurate.
Question 8: Plan Sheet CD201I calls for 1,100 CY of dredging at Southwest Rock Daybeacon to be priced as a Bid Option, however Section B of the Invitation for Bid (IFB) does not list a Bid Option for this work. Please clarify.
Answer 8: The contractor's base bid should include the removal of material at both Collier ledge and Southwest Rocks to a depth of -7' MLLW. The solicitations bid sheet is accurate.
Question 9: Section B of the Invitation for Bid (IFB) lists nine of the ten locations in the Base Bid and excludes Broadway Daybeacon 3. The plans call for this location to be part of the Base Bid with the exception of the 30" rock sockets which are listed as a Bid Option. Please confirm that the Broadway Daybeacon 3 is included in the Base Bid.
Answer 9: SECTION B UPPLIES OR SERVICES AND PRICES/COSTS Invitation for Bid (IFB) sheet on page 4 of this amendment includes the work at Broadway Daybeacon 3 as a Base Bid item. The Bid Option associated with Broadway Daybeacon 3 pertains to rock socketed pile foundations.
Question 10: Note #1 on drawings CD201H & CD201I indicate that dredge spoils are to be properly disposed of in accordance with federal, state, and local regulations and permits. Please provide any regulatory permits for this project.
Answer 10: All permits are contained in Appendices A - E of the Revised Specification, PSN 18632375, which is provided as a separate file to this amendment.
Question 11: Please consider a two week extension to allow for additional time for subcontractors and vendors to provide pricing.
Answer 11: Refer to amendment 0001. The response due date has been extended to June 25, 2025 by 2:00 pm local time, Warwick, RI.
